The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, October 11, 1993, at 7:00 o'clock P.M. in the City Commission Room, City Hall,
Sanford, Florida.

The Chairman called the meeting to order.
Outstanding Innovation Award. Jay Marder, Director of Planning and Development, appeared and
reported that the City of Sanford has received the Florida Planning and Zoning Association's
1993 "Outstanding Innovation Award", and presented Mayor Smith with a plaque regarding same.

Anthony Peoples, 1917 West 14th Street, appeared and asked if the proposed
ordinance is directed at a specific area or if it covers all of Sanford.
City Attorney reported that this is an ordinance of general application, and that
the Police Department has the authority to enforce said ordinance throughout the City of
Sanford.

The City Manager reported that adoption .of Ordinance No. 3178 will require an
extraordinary vote, at least four members of the City Commission, and recommended that the
public hearing be continued to the next meeting.
Commissioner Thomas moved to continue this item until the October 25, 1993 Meeting.

Request from Bob Meisel, New Tribes Mission, for permission to park two (2) recreational
vehicles at New Tribes Mission Headquarters, from November ie 1993 through May 31, 1994. On
recommendation of the City Manager, Commissioner Thomas moved to approve the request to park
two (2) recreational vehicles at the New Tribes Mission Headquarters, as in the past.

Requests in Special Event Applications, for alcoholic beverages in a public place, and to
close the public boat ramps, as discussed at tonight's Work Session.
A. From First Street Gallery, as part of "Pops on the Square", for alcoholic
beverages in Magnolia Square, on Saturday, October 23, 1993, from 5:00 P.M.
to 9:00 P.M. Mayor Smith announced that the applicant has postponed this
event until April, 1994. The Commission took no action.
B. From Holiday Inn and APR Events Group, to close City boat ramps located on
Palmetto Avenue, from 8:00 P.M. November 4, through 6:00 P.M. November 7,
1993, for Powerboat Racing, on November 5, 6, 7, 1993, from 1:00 P.M. to 5:00
P.M. At the request of the applicant, the Commission concurred to continue
consideration of this item until the October 25, 1993 Meeting.
Request from David Zelenak, for early connection of water service at Virginia Avenue. On
recommendation of the City Manager, Commissioner Thomas moved to authorize early connection

Requests from Midway-Canaan Water Association regarding past due water bills: A) Approval
of revised payment plan for past due water bills, B) Continuation of waiver of 25% surcharge,
for FY beginning October 1, 1993 through September 30, 1994. On recommendation of the City
Manager, COmmissioner Thomas moved to approve the revised payment plan as outlined in letter
dated September 20, 1993, from William Royster, Receiver, and to continue waiving the 25%
surcharge for FY 93/94, conditioned on satisfactory payments of current water bill and debt

execution of the Letter of Agreement, with Conklin, Porter & Holmes, for incremental fee

terms of Elizabeth Gallant, Jack Pantelias and Donald Vincent expire November
4, 1993, and that all have been contacted and are willing to serve again, if
re-appointed.

and Donald Vincent to the Henry Shelton Sanford Memorial Library-Museum.

On recommendation of the City Manager, Commissioner Thomas moved to approve the
Final Plat for Seminole Towne Center, subject to Seminole County executing Joinder and
Consent, recording of said Joinder and Consent, and payment of all appropriate fees
associated with same. Also, subject to City Attorney's review relative necessary assurance
by the developer of infrastructure completion in a timely fashion. Seconded by Commissioner

Special Events sponsored by Sanford Main Street, Inc., as discussed at tonight's Work
Session. On recommendation of the City Manager, Commissioner Thomas moved to waive required
liability insurance for Sanford Main Street, Inc., sponsored events, with City Manager to
approve said Special Events, unless there is a specific reason for doing otherwise, such as
events involving alcoholic beverages. Seconded by Commissioner Eckstein and carried by the

Proposal to contact HUDregarding the possibility of having public housing under the Sanford
Housing Authority be occupant-owned, instead of rented. The Commission concurred with City
Manager's proposed letter to Henry Cisneros, Secretary, HUD, requesting information/guidance
regarding what types of programs are available to facilitate owner-occupied public housing,
with letter to be signed by Mayor Smith.
Audience Participation.
Julia Lewis appeared and reported that she is a Sanford Housing Authority resident
and employee, that there is a five (5) year waiting list for public housing, and that instead
of sending a letter to HUD about residents owning their public housing units, of which she
strongly disapproves, the Commission should be requesting more iow income housing.
Joe Young, 1521 Shepherd Avenue, appeared and asked whether a random sampling was
done to find out how many people would be interested in owning their own apartments. He
stated that changes need to be made to promote self pride, and that he is in favor of this
endeavor.
There being no further business, the meeting was adjourned.
