122793-Work SessionMINUTES- Work Session City Commission, Sanford, Florida December 27 19 93 The City Commission of the City of Sanford, Florida, met in Work Session on Monday, December 27, 1993, at 5:00 o'clock P. M. in the City Manager's Conference Room, City Hall, Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas, Jr. Commissioner A. A. McClanahan Commissioner Lon K. Howell Acting City Manager Charles Rowe City Clerk Janet R. Donahoe Absent: City Attorney William L. Colbert City Manager William A. Simmons The Chairman called the meeting to order. January 4, 1994, Organizational Meeting. The Commission acknowledged receipt of the Agenda for the January 4, 1994, Organizational Meeting. Discussion of request from Laverne Cox, for storage facility to remain on property at 2201 West 25th Street, which encroaches a portion of undeveloped City right-of-way on the south side of West 25th Street. The Commission discussed the request and concurred with the City Manager's recommendation to approve the continuation of the use on a temporary basis with the conditions that the use not be expanded on city property and that the city reserves the right to direct the termination of use at any time, and the Acting City Manager's recommendation that Ms. Cox be required to obtain and maintain appropriate city licenses/permits. Request from Seminole Community College to trade a new water main for land for wetlands mitigation. The Acting City Manager reported the requested land is 22 acres of our Lake Jessup lake bottom. After discussion, the Commission concurred to table further consideration pending specific information regarding the total number of acres needed by Seminole Community College for wetlands mitigation and the full cost involved. Temporar¥Outlease of Police Benevolent Association Building to Seminole County Mental Health Center, Inc. Jim Berko, Executive Director, Seminole County Mental Health Center, Inc., was present and stated that the Mental Health Center will install a handicap ramp(s) and a fence between the building and the police gun range, take care of any accessibility needs such as restroom modifications, and indemnify the city against all claims. In consideration of same, the Commission concurred to lease the facility for $1.00 per month with lessee to pay all utilities and lessee's use of the property to be at no cost to the city. Condemnation Report No. 93-2, 1112 West 14th Street, Edna Long Burden, owner. The Acting City Manager reported Ms. Burden did not keep her appointment with the City Manager regarding this property, and that upon inspection of the property earlier today, the following conditions were noted: the grass is overgrown, there is debris around the house, the external plumbing is broken, electrical lines have been cut, the roll roofing is in disarray, windows on the west side are not boarded up, and the windows which have been boarded up have been done improperly. Recommendations for Welcome Sign Displays, for the month of January, 1994. The Commission concurred with the recommendation to display "Happy New Year 1994" in weeks one and two; "January 17 Martin L. King, Jr. Day" ih week three; and concurred to display a Main Street recognition in week four. Sanford, Florida. Present: MINUTES City Commission, Sanford, Florida Work 81 Decem0er 27 Regular Agenda Items and other-items. A. Youthbuild Grant Application. Toni Roberts, Sanford Community Development Department, reviewed the grant proposal in which the participants attend school part of the day and receive on-the-job construction training the other part of the day; and stated the grant would provide $700,000.00 to $800,000.00 of funds, 50 percent of which must be spent on education and 50 percent for on- site construction training for high school dropouts; 75 percent of the participants must be dropouts and 25 percent can be potential dropouts; and that she estimates twelve houses will be rehabilitated. Acting City Manager Charles Rowe reported that staff has assumed that the Seminole High School Two Plus Two Program will participate; that the grant requires that the City have a position to oversee the youth; that he recommends authorization for the Mayor to execute the grant documents; and that execution of the grant documents does not commit the city to accept the grant, even if it is awarded to the city. B. Request from L. Neil Tschannen, Co-Chairman of Celebration DeBary Committee, to use the portable stage December 31, 1993, for "Celebration DeBary". The Commission concurred to deny said request due to the city's liability exposure from such use. C. Request from Dorothea Fogle, Chairman, Martin Luther K~ng Celebration Con~ittee, for free use of the Civic Center January 14, 15, 16, and 17, 1994, for 1994 Dr. Martin Luther King, Jr., celebration events. The Commission concurred to authorize waiver of all rental fees for Sunday, January 16, 1994, and to charge the reduced rental fee the remainder of the days. D~ Request from Seminole County Employee Relations, for reduced rate of Civic Center rental fees, for employee recognition reception on February 25, 1994. The Commission acknowledged the City Manager's recommendation that since the request does not meet adopted parameters for reduced rate to therefore recommend denial. E. Request to donate land in the Cloud Branch drainage basin to the city. Acting City Manager Charles Rowe reported receipt of this request and that the owner wishes to donate the land prior to December 31, 1993, for tax purposes. The Acting City Manager further reported that Assistant City Attorney Donna McIntosh recommends that if the city desires to accept said donation, that an Environmental Assessment be obtained and reviewed to assure there is no environmental exposure to the city, prior to acceptance of the donation. The Commission took no action. F. Request to recognize "Sweet. Harmony". The Commission concurred to present a letter of commendation to "Sweet Harmony" at the January 10, 1994, Regular City Commission Meeting.
