021494 MINUTES City Commission, Sanford, Florida Work Session 109 February. 14 Housing Authority Drug Elimination Grant (Community Policing Team). City Manager reported that the Community Policing Team grant expires March 8, 1994, and that no additional grant monies can be expected under said grant program until October 1, 1994. The Commission concurred to continue the Community Policing Team Program, and to provide funding for the four police officers, utilizing General Fund Reserves through the end of FY 94; said officers will be contract employees, and receive assignments as deemed appropriate by the Police Chief. Martin Luther King, Jr. Celebration Committee. Dorothea Fogle, Chairman, Martin Luther King, Jr. Celebration Committee, requested that the Commission waive Civic Center rental fees in amount of $360.75, for 1994 Martin Luther King, Jr. celebration events as previously presented and discussed at the January 24, 1994, Regular Meeting. After discussion, the Commission concurred to waive Civic Center rental fees in amount of $360.75, and to waive said fees for one day for a City-wide celebration next year and in subsequent years. Request from Louis Savardt for waiver to keep a permanent open canopy tent at 2418 French Avenue (Choo Choo Car Wash). Louis Savard, Choo Choo Car Wash, was present. City Manager reported that approval of this request could set a dangerous precedent. The Commission took no action, and suggested that Mr. Savard erect a permanent structure meeting City codes. Request from Code Enforcement Board to purchase video recording equipment. The Commission concurred to purchase video recording equipment as described in memo dated January 26, 1994, from Building Official. Reguest For Proposal for FY 94/95 Health Insurance Contract. A Prudential Insurance representative was present. Mayor Smith reported that she is on the hospital board, and will abstain from voting on this issue. After discussion, the consensus of the Commission was to authorize Staff to advertise for bids, for employee health care coverage. The Commission referred this item to tonight's Regular Meeting for City Commission action. ~equest For Proposal for Solid Waste Service Agreement. After discussion, the Commission concurred not to proceed with advertising for bids, for solid waste service. Additional telephone trunks and equipment to alleviate numerous busy signals/unavailability of telephone lines. The Commission concurred to upgrade the City's telephone system as described in memorandum dated January 27, 1994, from Director of Finance. City's Affordable Housing Strategy. The Commission did not discuss this item. Regular Agenda Items and Other Items. A. Video/Computer Imaging System. Police Chief Ralph Russell reviewed the benefits of this system. Community Juvenile Justice Partnership Grant Program. Police Chief Ralph Russell and Director of cOmmunity Development Charles Rowe recommended that the Commission authorize Staff to proceed with the grant application. The consensus of the Commission was to authorize Staff to complete and submit the grant applicant, and referred this item to tonight's Regular Meeting for City Commission action. (The Chairman briefly recessed the meeting, then called it to order again.) C. Wastewater Treatment Plant. Director of Utilities Paul Moore gave a status report regarding the plant. No action required or taken. D. Welcome Sign Displays. The Commission concurred with Staff's recommendation to display "Sanford Museum Grand Reopening on February 27, 1994", the last two weeks in February, 1994. E. Advertisement for bids for Seminole Towne Center Mall road construction (Towne Center Boulevard, St. Johns Parkway, and North Towne Road). The consensus of the Commission was to authorize Staff to advertise for bids as recommended by the City Manager. This item was referred to tonight's Regular Meeting for City Commission action. F. Proposal from Conklin, Porter & Holmes, for engineering services, for rerouting a water main and sewer main at 25th Street and the Expressway. On recommendation of the City Manager, the consensus of the Commission was to accept the proposal from Conklin, Porter & Holmes, in an amount not to exceed $4,300.00, as described in letter dated February 1, 1994, from David A. Terwilleger, P.E. G. Interlocal Agreement to transfer Rinehart Road improvements funding to the I-4/CR-46A project. The consensus of the Commission was to approve said interlocal agreement, for transfer of $435,000.00 funding for Rinehart Road four-laning to the I-4/CR 46A interchange project. The Commission referred this item to tonight's Regular Meeting for City Commission consideration. H. Collective Bargaining Team. Commission concurred to designate the law On recommendation of the City Manager, the firm of Muller, Mintz, Kornreich as lead negotiator, for negotiations with the Fraternal Order of Police; with the remaining technical members to be appointed at a later date. Also, Police Chief Ralph Russell has selected Dennis Whitmire as the technical member of the negotiating team from the Police Department. This item was referred to tonight's Regular Meeting for City Commission action. I. ~7-92 and Lake Mary Boulevard Peddlers. The Commission concurred to have Code Enforcement handle this matter, as recommended by the City Manager. (Commissioner Howell absent from the meeting.) J. Access 94 Meetings. The Commission concurred to hold Access 94 Meetings in the same manner as Access 93 Meetings. (Commissioner Thomas briefly left the meeting, then returned.) K. Advertisements and Littering. Mayor Smith reported that newspaper type advertisements are being thrown in driveways, including driveways of vacant houses, which accumulate and create a littering eyesore. The Commission concurred to have City Manager review the situation with City Attorney and determine the City's options. L. Sidewalk on south side of First Street between Park Avenue and Sanford Avenue. On request of Commissioner McClanahan, the Commission concurred to have Public Works pressure clean the sidewalk in certain areas as needed. MINUTES City Commission. The Commission discussed Sheriff Eslinger's Community Service Programs, and directed the City Manager to review same and determine whether the City can utilize any of these programs.
