Present:
The City Commission of the City of Sanford, Florida, met in Work Session on Monday,
1994, at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall,

The Chairman called the meeting to order.
Seminole County Economic Development Action Plan.
After discussion, the Commission concurred with Director of Planning and
Development's comments as outlined in memorandum dated June 21, 1994, and directed Staff to
incorporate same into a letter, for Mayor Smith's signature, for forwarding to Seminole
County Manager Ron Rabun.
Request from Helen Stairs for City to vacate a small park in the Sanora Subdivision. Helen
Stairs was present.
After discussion, the Commission concurred that they would have no objection to
conveying the park to the Sanora HomeoWners' Association if and when said conveyance can be
accomplished.
Appeal of Denial of waiver of setback requirements for chain link fence with barbed wire at
1215 West First Street (Cadel Auto Sales); tabled at June 13w 1994 Regular Meeting.
City Manager discussed his concerns about the City's ability to require setbacks
and maintain buffers on major arterials if waivers are granted.
After discussion, the consensus of the Commission was to deny the waiver to allow
a chain link fence with barbed wire within the required (10) foot buffer zone, and to refer
the request for waiver to allow said fence within the required twenty-five (25) foot front
yard setback to the Planning and Zoning Commission, as requested by applicant's attorney.
Requests for right-of-way use permits for fences to remain at the following locations: A)
1118 Park Avenue Southw Fran and Paul Gernert~ owners;. B) 1120 South Palmetto, Lynette F.
Woodward, owner.
City Manager recommended that the City continue to oppose obstructions in right-of-
ways, and to move toward the removal/relocation of existing fences, particularly in cases
where fences were installed without City Commission approval, at the City's expense, if
necessary.
After discussion, and on recommendation of the City Manager, the Commission
concurred to have the City Manager discuss/determine with the City Attorney the City's
liability exposure. Also, city Manager to submit maps and photographs of properties
containing fences in right-of-ways, for City Commission review on a case-by-case, fence-by-
fence basis, for possible right-of-way vacation.
Condemnation of owner-occupied dwelling at 146 Sabal Palm Court (Hidden Lake Villas).
City Manager reported that one of the two units in this multi-family dwelling,
which is separated by a fire wall, requires roof repairs, and that the owner does not have
sufficient funds to make the necessary repairs.

Helen Stairs reported that the mortgage holder has a foreclosure action on the
property, and has received a Summary Judgment for same, to sell the property. Further, Mrs.
Stairs requested a thirty (30) day time extension, to allow the homeowners' association to
repair the property, for subsequent leasing.
After discussion, and on recommendation of the City Manager, the Commission
concurred to have Staff proceed with the condemnation process regarding 146 Sabal Palm Court,
to discontinue the City's policy of not condemning occupied and owner-occupied
dwellings/structures, and to consider condemnation of said dwellings/structures on a case-by-
case basis.
Low Income Job Creation.
Director of Community Development Charles Rowe recommended that the City
implement/establish a program whereby liens on vacant land could be waived in support of
low/moderate income job creation.
After discussion, the Commission concurred with the concept of waiving liens in
support of low/moderate income job creation as presented, with Staff to provide appropriate
safeguards, for City Commission consideration.
Mutual Aid Agreements: A) Statewide Mutual Aid Agreement for Catastrophic Disaster Response
and Recovery; and B) Interlocal Voluntary Cooperation Operational Assistance Mutual Aid
Agreement. City Manager recommended approval of both agreements.
Roseland Park Water Service.
City Manager reported that none of the five (5) properties, for which annexation
petitions were submitted, are annexable, that three (3) or four (4) properties in Roseland
Park presently receive water service on an out-of-City basis, and that Seminole County has
SHIP funds available to pay impact fees and water service connection charges. City Manager
recommended that the City provide such water service to those property owners desirous of
same, at the out-of-City water rates, and record the annexation petitions and annex
properties when annexable.
Regular Agenda Items and other items.
A. Welcome Sign Displays. The Commission concurred with welcome sign displays
as described in memorandum dated June 20, 1994, from Director of Parks and Recreation, with
expansion of the July 4th message.
B. Amendments to Contract dated December 17t 1987 with Conklin, Porter and
Holmes. City Manager recommended approval of Amendment No. 13 in amount of $57,765.36, for
I-4 and SR 46 roadway improvements, with funding from Tax Increment Financing; and Amendment
No. 14 in amount of $17,938.61, for Oregon Avenue/Huey Avenue water line extensions, with
funding from utility bond proceeds or water impact fees. The Commission referred
consideration of these two amendments to tonight's Regular Meeting.
C. Request from Country LakeApartments, for City to allow refinancing of balloon
mortgage and be a junior lien on the new mortgage relative Code Enforcement Board Lien in
approximate amount of $1~200.00t and to remove the City's Rental Rehabilitation Lien in
amount of $45~000.00, and place a lien against the new mortgage. After discussion, .the
consensus of the Commission was to deny the request to release the Code Enforcement Board
Lien, but to release the Rental Rehabilitation Lien and place a new lien against the new
mortgage.
D. Mayor Smith reported that the City Clerk's new name is Janet R. Dougherty.

E. Corporate Leadership Council. At the request of Commissioner Thomas, the
Commission authorized preparation of a resolution of general support relative development,
training and education for black businesses and citizens in South Africa, for City Commission
consideration at the July 11, 1994, Meeting.
F. Budget Work Sessions. The City Clerk confirmed that the City Commission
received their Budget Work Session Agendas.
City Manager's proposed FY 94/95 Budget. The Commission did not discuss this item.
There being no further business, the meeting was adjourned.
