The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, August 8, 1994, at 7:00 o'clock P.M. in the City Commission Room, City Hall, Sanford,
Florida.

The Chairman called the meeting to order.
Soap Box Derby. Director of Parks and Recreation Mike Kirby reported that Billy Dailey of
Sanford finished eighth in the Soap Box Derby held in Akron, Ohio this past weekend, which
was Sanford's first top nine finish. The Commission concurred to recognize Billy at a future
meeting.
Public Hearing to consider second reading and adoption of Ordinance No. 3215~ tabled at June
13 and 27, July 11 and 25, 1994 Meetings, as discussed at tonight's Work Session.
Ordinance No. 3215, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING,
VACATING, AND ABANDONING A PORTION OF JEWETT LANE LYING
BETWEEN RINEHART ROAD AND UPSALA ROAD; PROVIDING FOR
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
introduced and placed on first reading at meeting of May 23, 1994, was next placed on second
reading. The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the adoption of Ordinance No. 3215. No one
appeared.
Commissioner Thomas moved to table second reading and adoption of said Ordinance
No. 3215 until September 12, 1994.

ADOPTION OF SAID ORDINANCE, A PORTION OF THAT CERTAIN
PROPERTY LYING BETWEEN PAMALA COURT AND VIHLEN ROAD AND
BETWEEN UPSALA ROAD AND OLD MONROE ROAD EXTENDED
SOUTHERLY, IN ACCORDANCE WITH THE VOLUNTARY ANNEXATION
PROVISIONS OF SECTION 171.044, FLORIDA STATUTES;

ORDINANCE NO. 3117 OF SAID CITY; SAID ORDINANCE BEING A
ZONING PLAN; SAID AMENDMENTS CHANGING THE ZONING OF A
PORTION OF THAT CERTAIN PROPERTY LYING BETWEEN FERN DRIVE

for Palm Point, an Affordable HousingProject, as discussed at tonight's Work Session. On
recommendation of the City Manager, Commissioner Howell moved to authorize outside City water
and sewer service, subject to receipt of an annexation petition, and recording of same.
Also, developer to provide required utility line extensions, to be oversized, as discussed
at Work Session. Seconded by Commissioner McClanahan and carried by the vote of the
Commission as follows:

Request from George Thompson, G & C Hair Salon, for temporary (60 day) waiver of Land
Development Regulations, for mobile trailer sign at 2927 Orlando Drive (Center Mall).
City Manager reported that the sign would utilize a parking space which was
provided in accordance with the City's Land Development Regulations, that the sign does not
meet the 150 foot required separation from pylon signs, and recommended denial of the
requested waiver.
On recommendation of the City Manager, Commissioner Howell moved to deny the
requested waiver of Land Development Regulations, for a mobile trailer sign at 2927 Orlando
Drive (Center Mall). Seconded by Commissioner Thomas and carried by the vote of the
Commission as follows:

City Manager recommended acceptance lowest bid, which met
specifications, from ADAPCO, Inc. in unit prices for one year as
described in memorandum dated July 29, 1994, from Public Works Director.

Information regarding invoices paid during the period for previously approved lump sum
contracts. The Commission acknowledged five (5) invoices totalling $32,248.42.
Replat of Lot 11, Northstar Business Park Phase Two, as discussed at tonight's Work Session.
On recommendation of the City Manager, Commissioner Howell moved to approve said replat,
conditioned upon required modifications being made by the developer pursuant to Plans Review
Committee recommendations of August 9, 1994, and to authorize eXecution of the replat.

Sanford Herald Headlines: "City Tax Bite, How Big". City Manager reported on an article in
the Sanford Herald about Sanford's millage being higher than any other City in Seminole
County, and distributed and reviewed a spread sheet providing proposed tax and budget
comparables for 1995 for each City within Seminole County.
