092694-Work Session266 MINUTES City Commission, Sanford, Florida ~Uork Session September 25 19 94 The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 26, 1994, at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas, Jr. Commissioner A. A. McClanahan Commissioner Lon K. Howell City Manager William A. Simmons City Clerk Janet R. Dougherty Absent: City Attorney William L. Colbert The Chairman called the meeting to order. Request from Tony Black, Minister, Sanford Church of Christ, for reconsideration of 15th Street as a one-way street in its present direction. Police Lieutenant Doug Bishop reported that after receiving complaints from residents in the neighborhood about the traffic flow and signage on 15th Street, Staff conducted a traffic study and recommended that 15th Street between Oak Avenue and Park Avenue be designated as a one-way street east bound. Further, since designating 15th Street as a one-way street, and posting of "hidden entrance" and 25 miles per hour speed limit signs, there have been no problems and/or complaints. Tony Black reported that the church was not notified when this issue was discussed, and that he would 'liked to have had some input. Further, with 15th Street as a one-way street east bound, a hard turn is required when exiting the church parking lot, but the church's traffic flow is restricted whether said traffic flow is east bound or west bound. After discussion, the consensus of the Commission was to install a curb cut and driveway apron from the Church's parking lot onto 16th Street, with Staff to monitor the situation and report back to the Commission. This item was referred to tonight's Regular Meeting for City Commission action. Request from City of Lake Mary, for City of Sanford to provide reclaimed water at no charge, for irriqation of approximately3,300 feet of the northern side of Lake Mary Boulevard within corporate boundaries of Sanford. John Litton, Lake Mary City Manager and John Holland, Lake Mary Parks and Recreation Director, were present. After discussion, the consensus of the Commission was to provide reclaimed water, at no charge, if the City of Lake Mary guarantees utilization of a specified amount/gallons of reclaimed water daily/weekly, and to charge a fee if usage falls below the agreed-upon amount/gallons. The Commission authorized the City Manager to work with Mr. Litton to work out an agreement as discussed. Interlocal Agreement for Conflict Resolution as proposed byCALNO. City Manager recommended approval of the Interlocal Agreement. The Commission referred this item to tonight's Regular Meeting for City Commission consideration. (Assistant City Attorney Donna McIntosh joined the meeting.) MINUTES City Commission, Sanford, Florida Work Session 267 September 26 1994 Statute and Code Enforcement in Goldsboro. After review and discussion of Assistant City Attorney's comments and recommendations regarding statute and code enforcement in Goldsboro, as described in letter dated September 23, 1994, the Commission concurred with the concept of establishing a police, fire and code enforcement team, for the purpose of patrolling/investigating neighborhoods and issuing citations, when necessary, for violations/infractions of various codes and statutes. Further, the code enforcement team will perform/operate on a part time basis several days a week, with Police Chief Russell to coordinate the scheduling, and each team member shall have a designated alternate. Assistant City Attorney Donna McIntosh reported that the City of Orlando's minor curfew ordinance is being reviewed by the 5th District Court of Appeals, and that an opinion is expected within six (6) months. Request from Home Builders Association of Mid Florida, for waiver of sign regulations, to display directional signs for the Parade of Homes, from October 2 through 26, 1994. The Commission concurred with the City Manager that there are no "active" sites in the City of Sanford, and took action. Recommendations for Welcome Sign Displays. The Commission concurred with welcome sign displays as recommended in memorandum dated September 15, 1994, from Director of Parks and Recreation. Regular Agenda Items and other items. A. City-LYNX Intermodal Study. City Ma~nager recommended conceptual approval of the Interlocal Agreement with LYNX, in an amount not to exceed $22,650.00, to be shared equally ($11,325.00 each) between Seminole County and the City of Sanford, for Inter-Modal Study by Manual Padron & Associates, with funding from budgeted FY 93/94 funds, subject to necessary clarifications regarding scope of services, 50/50 City/LYNX funding and not-to- exceed clause. The Commission referred this item to tonight's Regular Meeting for action. B. Temporary Customer Service Representative. City Manager recommended authorization to hire a temporary, not to exceed six (6) months, contractual Customer Service Representative I in the Finance Department, to handle general fund cashiering duties. This item was referred to tonight's Regular Meeting for City Commission consideration. C. Agenda Item No. 8.E.(2) - Ordinance No. 3230, Classification and Pay Plan. City Manager reported he has advised the Commission of corrected pages in the Classification and Pay Plan. D. Mill Creek/Cloud Branch Drainage Improvements. City Manager reported receipt of six (6) bids for Mill Creek drainage improvements, that a permit application has been submitted, and that a recommendation for award of the first contract for said improvements will be provided at the OCtober 10, 1994, Meeting. E. Weekly drainage ditch inspections and cleanings. City Manager reported that this program has proven to be successful. F. Holiday Inn/Marina Motel property. City Manager reported that pursuant to discussions with Hank Fonde, a lease proposal is expected, for City Commission review/consideration at the October 10, 1994, Meeting. G. "B" Series Community Redevelopment Agency Bonds. City Manager reported that Staff is proceeding with preparations to sell these bonds in the next two weeks. MINUTES City Commission, Sanford, Florida Work Session September 26 19 ~4 H. 1921 Sanford Fire Truck. Fire Chief Tom Hickson reported that the City has received an offer to sell, which expires November 1, 1994, an antique fire truck originally built for and purchased by the City of Sanford on November 11, 1921, for $8,500.00 plus transport fees/charges from Tellahoma, Tennessee in estimated amount of $500.00 to $1,000, that there are no funds budgeted for this item, and that Fire Department personnel will be able to do most of the necessary restoration work. On recommendation of the City Manager, the Commission authorized Staff to contact the Seminole County Historical Society, and various service and civic clubs for contributions to fund this purchase and related expenses, and report back to the Commission with the status of this endeavor. I. Request from Seminole County Historical Society, for waiver of fees associate~ with their Special Event "Pioneer Days'n Ways and Craft Festival" on October I and 2, 1994. City Manager reported that this request was received too late for Staff input. On recommendation of the City Manager, the Commission concurred to consider this request and retroactive action, if deemed appropriate, on October 10, 1994. J. Certificate of Appreciation. City Manager reported that the City of Sanf6rd received a Certificate of Appreciation from the City Innovation Showcase for the Access 93/94 Program.
