City Commission, Sanford, Florida Work Session October 24 19 94 The City Commission of 'the City of Sanford, Florida, met in Work Session on Monday, October 24, 1994, at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas, Jr. Commissioner A. A. McClanahan Commissioner Lon K. Howell City Manager William A. Simmons City Clerk Janet R. Dougherty Absent: City Attorney William L. Colbert The Chairman called the meeting to order. Motion picture production. The City Manager concerns/opinions expressed reported that in the past several weeks there have been about filming in downtown Sanford, and utilization of City property i.e. parks, sidewalks and public streets. Katherine Ramsberger, Director, Orlando Film and Television Office, reported that the City of Sanford with its airport and downtown historical buildings, is the number one community promoted by the Commission. Ms. Ramsberger reviewed some of the economic benefits of allowing filming in Sanford. The City Manager reviewed and discussed the following issues: 1) does the City want to permit/allow filming in Sanford, 2) will the City support filming by allowing use of City property such as parks, sidewalks, and public streets, 3) should a film company pay a penalty for non-compliance of the City's film permit, 4) should merchants be directly compensated for use of City property. Ms. Ramsberger proposed that film companies be fined $1,500.00 for each violation/infraction of the City's permit. Further, the film companies are willing to pay a fair price to any business physically affect and/or inconvenienced, but will not pay anyone who wants to make a profit off the film business. Kit Thompson, Sanford Flower Shop, reported that filming has been done on the sidewalk in front of the fiower shop, and that it did not keep people out of the flower shop, and that she is happy to have the entertainment industry in Sanford. Billy Painter, downtown merchant, reported that filming is the best possible advertisement for businesses downtown because it brings people downtown, and that he is in favor of filming in the downtown area. Dave Farr, Executive Director, Sanford Chamber of Commerce, reported that the Chamber backs Ms. Ramsberger and the film industry 100%. Chris Cranias reported that he agrees with Katherine Ramsberger that the overall community benefits from filming, and as President of Sanford Main Street, reported that Main Street as a community based project welcomes filming to downtown because of the benefit to the community. MINUTES City Commission, Sanford, Florida Work Session 287 October 24 19 94 After discussion, the Commission concurred that the City does want filming; does want to support filming by allOwing reasonable use of publiC streets, sidewalks, and parks; dOes want to impose a fine/penalty if a film company does not comply with the City's permit; does not want film companies to directly compensate merchants for use of City property, but does want the City to reasonably control film companies' use of City property; and a donation/contribution from a film company to a doWntown organization working to improve downtown, for the benefit of all the merchants, would be acceptable if ~he film company so desires. The City Manager reported that Staff will proceed with preparation of an ordinance providing for a penalty/fine for non-compliance with the City's film permit, for City Commission consideration at the next meeting. Celery City Cruisers Downtown Car Show. City Manager reported that he met with Dave Farr and Director of Recreation and Parks Mike Kirby to discuss possible alternatives to closing First Street between Oak Avenue and Sanford Avenue all day Saturday, November 12, 1994, as requested by the Celery City Cruisers, and recommended approval, in concept, of the revised street closures as follows: Park Avenue between First Street and the lakefront, and Commercial Street between Park Avenue and Oak Avenue. Further, the Celery City Cruisers have requested use of City Hall restrooms if the revised proposal is approved. Dave Farr, Executive Director, Sanford Chamber of Commerce, reported that after the Celery City Cruisers fOund out that they were unwelcome on First Street, they indicated that this would probably be their last time in downtown Sanford. Chris Cranias, President, Sanford Main Street, reported that last year there were three street closures within a sixty (60) day period, which left a bad taste with the downtown merchants, and this is the only requested street closure for this year thus far. After discussion, the Commission concurred with the revised street closures and use of City Hall restrooms on the first floor, and to reconsider closing First Street next year, as originally requested. Seminole Towne Center Police/Community Relations Substation. After discussion, the Commission concurred with the concept of waiving up to $30,000.00 of Police Impact Fees and applying said funds toward the cost of constructing a law enforcement facility at Seminole Towne Center, for use by the Police and Sheriff's Departments, with the understanding that the lease for said facility will be no less than five (5) years and preferably ten (10) years, and referred this item to tonight's Regular Meeting for City Commission action. Goldsboro Code Enforcement. The City Manager reported that he along with Commissioner Thomas, Charles Rowe, and Joan Campbell attended a meeting at the Starr Theatre. Commissioner Thomas reported that the Goldsboro residents were unable to reach a consensus, that he would like reinstatement of the old code enforcement procedures: investigation/checking violations, notification of violations, allowing ample time to correct the violation, and providing a specified penalty/fine each day until said violation is corrected/cleared up. MINUTES City Commission, Sanford, Florida Work Session October 24 19 94 - Joan Campbell reported that the residents of Goldsboro would like the codes enforced in their community the same as in other areas of the City; disbandment of the code enforcement team; additional trucks to pick up trash one or two weekends a month, and violations to be handled on a complaint basis only, as in the past. The City Manager reported that there is a meeting tomorrow of the Goldsboro representatives, that they have been requested to focus on providing recommended code enforcement procedures, determining whether or not the codes should be enforced differently in Goldsboro than the rest of the City, and that the City will continue to enforce codes as in the past until otherwise directed by the Commission. Proposed Marina Inn (Holiday Inn) Lease. After discussion, the Commission concurred to have the City Manager contact RTC directly to discuss the City purchasing the property and improvements. Welcome Sign Displays. A. Recommendation for November, 1994 Displays. B. Request from Sanford Historic Trust, for December, 1994, display to include "Historic Homes Tour December 3rd and 4th". After discussion, the Commission concurred with "A", above, and referred consideration of the Sanford Historic Trust's request to tonight's Regular Meeting. (Mayor Smith recessed the meeting for approximately 5 - 10 minutes, then reconvened.) Regular Agenda Items and other items. A. Montezuma Hotel. The City Manager reported that notification of demolition of this property was served on the owner, that the owner asked if the City would be interested in purchasing the property, however, a title search revealed that the property is not free and clear. The Commission discussed the City's options for removal of the debris caused by the fire. B. SHARC Grant. The City Manager reported that Johnell Jackson requested utilization of LETF funding in amount of $60,000.00, for tutorial assistance, child care, and community organizations in the Sanford westside community; that Florida Statutes require the Police Department to spend 15% of LETF monies in the community, and that 41% has been spent thus far in 1994. The City Manager recommended that no action be taken, and the Commission concurred. C. Status re~ort regarding Seminole Towne Center. The City Manager reviewed building permits. D. Fountain Construction/St. Paul Mercury Insurance Company Litigation. The City Manager reported that the City Attorney now recommends that the City retain Fred Lyon, Lyon and McManus, as co-Counsel, to assist in this matter as necessary, and that he concurs with said recommendation. E. Confirmation of Firefighters' Pension Boards. appointments/re-appointments to the Police Officers' and The City Manager reported that the Police Officers' and Firefighters' Pension Boards have appointed Randolph Smith and Robert Vaughn, respectively, and that the Commission needs to confirm, these appointments. This item was referred to tonight's Regular Meeting for City Commission action. MINUTES City Commission, Sanford, Florida Work Session 289 October 24 19 94 F. Special Events. 1) Request from Westside Community Association for waiver of $50.00 license fee associated with their fundraiser/flea market on November 5, 1994. The City Manager reported that this event will be on private property (13th Street and Lake Avenue), which does not require a permit, and recommended approval of the requested waiver. The Commission referred consideration of this item to tonight's Regular Meeting. 2) Request from New Mount Calvary Missionary Baptist Church, to close 12th Street between Avocado Avenue and Pecan Avenue in association with their Special Event on November 12, 1994. The City Manager reported that with no objection from the Commission, he will approve the requested street closures; and the Commission had no objection.
