The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, October 24, 1994, at 7:00 o'clock P.M. in the City Commission Room, City Hall,
Sanford, Florida.

The Chairman called the meeting to order.

second reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the adoption of

Ordinance No. 3231, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING,
VACATING, AND ABANDONING A PORTION OF THAT CERTAIN 14
FOOT WIDE NORTH-SOUTH UTILITY EASEMENT LYING BETWEEN
MELLONVILLE AVENUE AND WASHINGTON COURT AND BETWEEN EAST
24TH STREET AND EAST 25TH STREET/GENEVA AVENUE/SR 46;
PROVIDING FOR SEVERABILITY, CONFLICTSAND EFFECTIVE DATE.
introduced and placed on first reading at meeting of September 26, 1994, was next placed on
second reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the adoption of
Ordinance No. 3231. No one appeared.
The City Manager reported that the requested easement has not been received, and
recommended that the public hearing be tabled once again.
On recommendation of the City Manager, Commissioner McClanahan moved to table the
publiC hearing, pending receipt of an executed easement. Seconded by Commissioner Howell and
carried by the vote of the Commission as follows:

CALNO's recommendation to re-apDoint Mayor Bettye D. Smith as a member of the Seminole County

Sanford Museum Board: The City Clerk reported that the terms of Dennis
Conner, Cecil A. Tucker, II and Robert W. Mann expire November 4, 1994.
Commissioner McClanahan moved to appoint Dr. John Morgan, George Scott and
Doris Gormly to the Sanford Museum Board, and thanked Mr. Conner, Mr. Tucker
and Mr. Mann was their service on said board. Seconded by Commissioner
Howell and carried by the vote of the Commission as follows:

Historic Preservation Board: The City Clerk reported that Bess Simons has
submitted her resignation from this board, effective October 7, 1994, and
that the Historic Preservation Board recommends Laura Straehla as Ms. Simons'
replacement.
Commissioner McClanahan moved to appoint Laura Straehla to the Historic
Preservation Board, and thanked Ms. Simmons for her service on said board.

regarding invoices paid during the ~eriod for previously approved lump sum
contracts. The Commission acknowledged fourteen (14) invoices totalling $241,799.45.
Interlocal Agreement with LYNX. On recommendation of the City Manager, Commissioner Howell
moved to authorize execution of said Interlocal Agreement with Central Florida Regional
Transportation Authority (d/b/a LYNX), in an amount not to exceed $22,650.00; City's share
$11,325.00, for Inter Modal Study by Manual Padron & Associates, with funding from budgeted
FY 93/94 funds, subject to review by City Attorney. Seconded by Commissioner Thomas and
carried by the vote of the Commission as follows:

Welcome Sign Displays for the Month of November, 1994, and request for December, 1994, as
discussed at tohight's Work Session. Commissioner Howell moved to approve welcome sign
displays as described in memorandum dated October 14, 1994, from Director of Recreation and
Parks, and the Sanford Historic Trust's request to display "Historic Homes Tour December 3rd
and 4th", in December, as requested. Seconded by Commissioner Thomas and carried by the vote
of the Commission as folloWs:

replacement to the Police Officers' Pension Board, and the re-appointment of Robert Vaughn

Commissioner McClanahan moved to waive up to $30,000.00 of Police Impact Fees toward the cost
of finishing a law enforcement facility at Seminole Towne Center, for use by the Police and
Sheriff's Departments, with the understanding that the lease for said facility will be no
less than five (5) years and preferably ten (10) years. Seconded by Commissioner Howell and
carried by the vote of the Commission as follows:

discussed at tonight's Work Session. Commissioner Howell moved to confirm as a ministerial
act the appointments of Michael Bennett to the Police Officers' Pension Board, and Ronnie
Russi to the Firefighters' Pension Board. Seconded by Commissioner Thomas and carried by the
vote of the Commission as follows:
