The City Commission of the City of Sanford, Florida, met in Work Session on Monday,
December 12, 1994, at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall,
Sanford, Florida.

The Chairman called the meeting to order.
Lakefront Water Level. The City Manager gave an update regarding the lakefront water level,
stating there has been a slow decline of about six inches since November 28, 1994.
Alcoholic Beverage Registration.
-The City Manager reported that the State regulates all aspects of alcohol with the
exception of three areas: hours of operation, location (zoning and distance requirements),
and sanitary conditions within the establishment serving alcohol. Further, City's
Registration and the State Licenses track fairly closely, however, there are a number of
notable exceptions, for instance the State has forty-six (46) Classifications; the City has
six (6); and the City strictly prohibits bottle clubs whereas the State does not. Further,
the City Codes need to be updated to ensure consistency between the State Licenses and the
City's Registration/Classifications, and requested City Commission guidance/direction
regarding issues such as hours of operation, and Sunday sale/consumption of alcoholic
beverages on premises of bars and/or private/not-for-profit organizations/clubs.
Commissioner McClanahan reported that he is in favor of continuing prohibition of
bottle clubs, but he does not have a problem with any facility that has authorization to sell
alcoholic beverages, with the exception of Sunday afternoon, serving alcohol on Sunday
afternoon after the church hour.
Commissioner Howell reported that he is opposed to the sale of alcohol on Sunday,
and Commissioner Thomas concurred.
The City Manager recommended development of a matrix system whereby the holder of
certain State Licenses would be entitled to a specific Classification. Further, Staff is
awaiting determination by the City Attorney as to whether or not the City has the ability to
totally prohibit bottle clubs, that the Commission may wish to consider permitting bottle
clubs only within industrial zones, as with adult

After discussion, the Commission concurred to update/revise Chapter 3 of the City
Code, Alcoholic Beverages; to tie the City's Classifications to the State Licenses by
category/type to ensure consistency; to permit bottle clubs, if necessary, only in industrial
zones; to include criteria to permit waivers of distance requirements when a church is in a
temporary location; and to permit/prohibit (draft both ways) Sunday sale/consumption of
alcohol beverages on the premises of bars and/or private not-for-profit organizations.
City Hall Air Conditioning/Heating System.
The City Manager reported that the estimated cost to repair the air
conditioning/heating system, including re-roofing and insulation, is between $200,000.00 and
$300,000.00, and that the possible funding sources include reserves or a loan.

On recommendation of the City Manager, the Commission authorized Staff to obtain
a scope of services and proposal from Bosek, Gibson and Associates, for the needed
work/repairs, with Staff to provide funding options for City Commission
consideration/approval.
City Purchasing Policies/Procedures.
After review and discussion, the Commission concurred with the proposed
changes/revisions to the City's Purchasing Policies/Procedures as outlined in memorandum
dated December 12, 1994, from Director of Finance, with the exception of Policy Item D, which
suggests that the formal sealed bid limit be raised from $1,000.00 to $5,000.00, with Staff
to address concerns as discussed, and provide alternatives for City Commission
review/consideration.
Recommendations/Requests for Welcome Sign Displays.
A. Recommendations for January, 1995 Displays.
The Commission concurred with Welcome Sign Displays as described in memorandum
dated December 2, 1994, from Recreation and Parks Director.
B. Request from Jean McClanahan, to display "Ail Souls School Registration March
16 and 17", the 2nd or 3rd week of March, 1995.
The Commission concurred not to approve the requested display.
Regular Agenda Items and other items.
A. COPS FAST Program Application. After discussion, and on request of Police
Chief Ralph Russell, the Commission concurred to authorize Staff to submit the COPS FAST
Program Application, and to consider acceptance of said grant funding if and when approved.
B. Marina Isle Litigation Update. The City Manager reported that Judge Seymore
Benson has scheduled a Case Management Meeting tomorrow, December 13, 1994, and that, unless
directed otherwise, Staff will request a 90 to 120 day delay, to allow sufficient time to
compile/prepare and submit an offer, and the Commission had no objection to Staff proceeding
as indicated.
C. Licensing Official Position~ Agenda Item No. 8.B. The City Manager requested
that the City Commission deny adoption of Ordinance No. 3233, establishing an additional
Licensing Official position, because the existing Licensing Official position is now vacant.
Further, Gretchen Mason, Licensing Official, has been served a Notice of Termination, and
that the deadline for requesting a hearing has expired. Also, Staff is developing a concept
whereby the functions of the Licensing Division will be divided among other departments
within City Hall including Building, Finance, and Utilities.
D; Agenda Item No. 8.A. The City Manager reported receipt of a faxed letter
from the applicant asking that the request to vacate a portion of the utility easement be
withdrawn.
