010395-Organizational Meeting MINUTES City Commission, Sanford, Florida 0r§anizational Meetin§ 333 January 3 19 95 The City Commission of the City of Sanford, Florida, met in Organizational Meeting on Tuesday, January 3, 1995, at 7:02 o'clock P.M. 'in the City Commission Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas, Jr. Commissioner A. A. McClanahan Commissioner Lon K. Howell City Attorney William L. Colbert City Manager William A. Simmons City Clerk Janet R. Dougherty The Chairman Called the meeting to order. Presentation. Commissioner McClanahan commended members of the Sanford Fire Department, particularly Mike Hoening, who were involved with repairing and refurbishing over 100 bicycles, which were given away to under priVileged children at Christmas. Mr. Gunther and Mr. Roche, from the Kiwanis Club, presented Fire Chief Tom Hickson, on behalf of the Fire Department, a plaque regarding same. Health Insurance for Retired Elected Officials. City Attorney Colbert requested clarification regarding an action taken by the City Commission at the December 19, 1994, Regular Meeting, relative City-paid health insurance coverage for retired elected officials. Commissioner Howell, the maker of the motion;-Commissioner Thomas, who seconded the motion, and the other members of the Commission who voted in favor of the motion, confirmed that the intent of the motion was that elected officials be eligible for continuation of City-paid health insurance benefits upon attainment of sixty-two (62) years of age and ten (10) years of elected service at the time of retirement, and that they be eligible to continue receiving said health benefits as long as he/she is eligible to receive retirement benefits. There being no further old business to be transacted by the out-going board, Commissioner Eckstein moved that the meeting adjourn sine die. Seconded by Commissioner Howell and carried by the vote of the Commission as follows: Mayor Smith Aye Commissioner Eckstein Aye Commissioner Thomas Aye Commissioner McClanahan Aye Commissioner Howell Aye The Honorable Vernon Mize administered the Oaths of Office to Commissioner-Elect Herbert "Whitey" Eckstein, District 4; and' Commissioner-Elect Kerry D. Lyons, District 3; each signed the Oath and Acceptance of Office, and were seated as Commissioners. The Chairman reconvened the meeting for the purpose of organization. Mayor Smith presented Commissioner McClanahan, on behalf of the Commission, with an original painting by Bettye Reagan of a street scape of old Sanford. Board appointments. Howell East Central Florida Regional Planning Council (ECFRPC) Commissioner Kerry D. Lyons Police Department/Liaison to - Mayor Bettye D. Smith Adoption of Resolution No. 1670-A. After being read in its entirety, Commissioner Howell moved to adopt Resolution No. 1670-A, entitled: A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, THANKING AND COMMENDING A.A. MCCLANAHAN FOR HIS SERVICE TO THE CITY OF SANFORD, AS MEMBER OF THE SANFORD CITY COMMISSION.. Seconded by Commissioner Thomas and carried by the vote of the Commission as follows: Mayor Smith Aye Commissioner Eckstein Aye Commissioner Thomas Aye Commissioner Lyons Aye Commissioner Howell Aye Mayor Smith presented Resolution No. 1670-A to Commissioner McClanahan.
