The City Commission of the City of Sanford, Florida, met in Joint Work Session with
the Seminole County Board of County Commissioners on Monday, January 23, 1995, at 4:00
o'clock P.M. in the City Commission Room, City Hall, Sanford, Florida.

Welcome/Introduction.
Mayor Smith called the meeting to order, welcomed everyone, and introduced Chairman
Randy Morris.
Economic development possibilities via Port/Airport consolidation.
Chairman Morris distributed a Summary of Possible Points for a Legislative Bill
Merging Seminole County Port Authority and Sanford Airport Authority, as outlined in
memorandum dated January 23, 1995, from Chairman Morris, a proposed calendar regarding same,
and reviewed/discussed the concept of said proposal.
After discussion, the Sanford City Commission and the Seminole County Board of
County Commissioners concurred that Seminole County prepare an Interlocal Agreement for both
Commissions and Authorities to review, and provide comments/recommendations.
CRA Waterfront Briefing. On recommendation of the City Manager, and in the interest of time,
this item was not discussed.
Streetlighting on ma~or transportation routes.
Mayor Smith reviewed a one page list of requested street lighting on County roads,
including CR 46-A, Airport Boulevard, and Rinehart Road.
Chairman Morris reported that the County Commission will discuss these street
lighting requests at the next County Commission Meeting.
Status on mall construction.
Sanford City Manager William Simmons reported that the vertical construction on the
Seminole Towne Center and five anchor stores is up, and that the projected grand opening of
September 5, 1995 is on schedule. Further, both road construction contracts are under way,
with a completion date of no later than the end of June, 1995, and landscape and irrigation
bids will be awarded during March of 1995. Also, the Gateway development has been through
site plan approval, and "Toys-R-Us", a major tenant, has submitted plans for permit approval.
Further, there has been an increase in permit and development fees well over 1000% in dollars
over last year.
There being no further business, the meeting was adjourned at 4:50 P.M.
