The City Commission of the City of Sanford, Florida, met in Work Session on Monday,
August 28, 1995 at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall,
Sanford, Florida.

The Chairman called the meeting to order.
Initial implementation of the Q.U.A.D. Squad/Unit.
Police Chief Ralph Russell distributed and reviewed a statistical report of the
Q.U.A.D. Squad/Unit's ("Unit") activities during the month of August, 1995, and showed a
video tape regarding same. Further, the Special Investigation Unit ("SIU"), which consists
of five (5) undercover officers, and the one (1) CCIB police officer are working in
conjunction with the five (5) member Unit in its fight against crime.
Water Meter Reading Services with MBR Services, Inc.
After discussion, and on recommendation of the City Manager, the Commission
concurred that Staff proceed with re-establishing the City as a meter reading business as
outlined and recommended in memorandum dated August 15, 1995, from Utility Director.
Revised Educational Assistance Program.
(Commissioner Thomas briefly left the meeting, then returned.)
After discussion of the proposed policy revisions, including concerns regarding
upfront payment of educational fees and the ability to collect said payment should the
employee fail to complete the course; the possibility of a 50% upfront payment with the
remaining 50% payment being paid upon completion of the course(s); and limiting the number
of allowable credit hours per year; the Commission concurred to further discuss this item at
the September 11, 1995 Work Session.
Proposed ordinance for Economic Development.
After review and discussion of the proposed draft ordinance, the Commission
concurred that the City Attorney review same and put into final form, for first reading at
the next City Commission meeting.
Regular Agenda Items and other items.
A. Outside Display Regulations. The Commission discussed outside display
regulations and the enforcement of same in areas other than the downtown commercial area.
B. Change Order #4 with Dora Landscaping for landscaping/irrigation of Seminole
Towne Center Right-of-Ways. The City Manager reported that this Change Order in amount of
$5,773.98 will be before the CRA this evening, and for subsequent approval by the City
Commission.
C. Requests for emergency water service. The City Manager reported receipt of
requests for emergency water service for: 1) 2601 Grandview Avenue, 2604 Poinsetta Avenue and
503 East 26th Street, and recommended conditional approval upon receipt of fully executed
Annexation Petitions. The Commission referred this item to tonight's Regular Meeting for
City Commission consideration.

D~ Request for purchase of Cisco Software-Advanced Computer Aided Dispatch
System, required hardware, and Novell Netware. Police Chief Russell requested City
Commission approval to purchase this equipment in amount of $57,188.00, with law enforcement
trust funds. The Commission concurred to discuss this request at the September 11, 1995
Meeting.
E.
Median Maintenance. Commissioner Lyons reported that the State has indicated
a willingness to pay the City to maintain the medians on 17-92, from Park Avenue to Lake Mary
Boulevard, and asked that Staff consider pursuing same. The City Manager reported that the
State will only pay about $.50 on the dollar for mowing costs which does not cover
culverts/ditches, and that Staff has reactivated discussions relative maintenance of the SR
46 right-of-way.
There being no further business, the meeting was adjourned.
