092595-Work Session MINUTES City Commission, Sanford, Florida Work Sess .on Seotember 25 1995 The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 25, 1995 at 4:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Mayor-Commissioner Bettye D. Howell City Attorney William L. Colbert The Chairman called the meeting to order. Base MaDDing Advisory Committee. Mayor Smith reported that City Manager Simmons has been appointed to this committee. Emergency Patient Transport. Fire Chiefs from the Cities of Lake Mary, Winter Springs, Oviedo, and from Seminole County, were present. Dr. Ron Brown, Seminole County EMS Medical Director, appeared and reported that patient care in Seminole County would be enhanced by the fire departments transport because it would allow for the continuation of care, quicker transport, and increase the paramedics' skill level, as demonstrated by the City of Casselberry since going to the single-tier system. Further, from a patient advocate standpoint, patients would be better served if the entire County went to fire department transport. Frank Kirk, EMS Manager, Seminole County reported that the first transport study was done by the EMS liaison group, which was comprised of one representative from each of the fire departments and a private ambulance service, that the group was not asked to issue a recommendation, but rather to study the current transport system used in Seminole County, to establish the pros and cons of same, and to create utopian single-tier and two-tier systems. After the findings of said study were submitted, another group of EMS representataives was asked to make a recommendation and develop an implemenation phase; said group unanimously voted to support the single-tier system. In response to Commissioner Thomas' question, Mr. Kirk stated that there was no lost document/information. City Manager Simmons asked if rescue paramedics ever ride in the ambulance that transports the patient to the hospital, if not a fire rescue vehicle; if the IV is normally started on-site or while the patient is being transported; and what will need to be accomplished by the private ambulance service if the majority of fire departments in Seminole County join in the single-tier system. Mr. Simmons reported his concern, if the single-tier system is adopted, about the possibility of inadequate private ambulance service within the County to meet economic requirements that are not provided by a single-tier system. Dr. Brown reported that rescue paramedics infrequently (less than 10%) ride in the ambulance to the hospital; that the practice has been to initiate an IV before the patient is loaded into the ambulance; that in the case of a 911 call, the patient will be transported by fire rescue vehicle; that hospitals are interested in providing expanded transport capabilities for inter-facility (hospital to hospital) transport, and that a single-tier system does not preclude a private provider from negotiating with the hospital to provide a lesser cost inter-facility transport mode. Sanford, Florida. Present: E405354 MINUTES City Commission, Sanford, Florida Work 707 % .pt mh r 75 19 95 ~ob Eberhardt, Director of Governmental Relations, Lifefleet/Atlantic Ambulance Service ("Lifefleet") appeared and reported that Lifefleet has been the provider in Seminole County, which has the finest and most cost efficient EMS system in the State of Florida, for the past five (5) years. In March of 1995, Palm Beach County, which has the most expensive system in the State, approved the County Fire Department providing ALS transport with the secondary provider to do the DLS transport; that Broward County allowed its cities to provide their own EMS services, and now nine (9) of those municipalities are going out to RFP. Further, Lifefleet supports the first study released, a two-tier system, which in their opinion was the most objective and not subjective, and requested the opportunity to give a presentation to the City Commission, and to meet with Fire Chief Hickson to discuss a potential revenue stream to the City for services provided to offset costs. Seminole County Fire Chief Gary Kaiser reported that the Board of County Commissioners will be discussing this issue at a future Work Session. Requests from Seminole County Historical Society for waiver of S~ecial Event Licensing Fee, and street closure in con~unction with Pioneer Days'n Ways Festival. On recommendation of the City Manager, the consensus of the Commission was to waive the special event licensing fee, conditioned upon confirmation that no City services will be used in support of the festival, and that approval will nO longer be required each year, with the understanding that the terms of said waiver will remain the same. Also, to approve the street closure as requested. Proposal from Conklin, Porter & Homes regarding downtown/Pump Branch stormwater drainage improvements. City Manager Simmons recommended that the City move toward accomplishing this project, and to approve the proposal. Draft Ordinance for Economic Development. City Manager Simmons recommended that this ordinance be placed on first reading this evening, and reported that there is a potential economic incentive project involving the Simplimatic Building on Airport Boulevard, and that he will provide more details and a recommendation at the October 9, 1995, Work Session. Franchise Agreement with Jennings Environmental Services for solid waste roll-off/com~ctor services. Director of Public Works Jerry Herman reported that he is very happy with the services provided by Jennings Environmental Services, and requested approval of the contract. Commissioner Lyons reported that his wife works for this company, that he will abstain from voting on this item tonight, and file a Conflict of Interest Form with the City Clerk's Office. Request for relocation of previously designated Darking spaces/restrictedparking signs on Seminole Boulevard. City Manager Simmons reported that the Seminole County traffic engineer has indicated that the City needs to insure that there is no parking within twenty (20) feet of the yield sign on Seminole Boulevard between French Avenue and 17-92. Also, accident history at this location does not warrant additional signage. The Commission took no action. After discussion, MINUTES City Commission, Sanford, Florida Work Session September 25 19 95 and on recommendation of the City Manager, the Commission concurred that Staff move forward with implementation of a program to provide for payment of interest on utility deposits at the same interest rate the City receives on said monies. (The Chairman recessed the meeting for approximately five (5) minutes, then reconvened the meeting.) Florida Department of Transportation ("FIX)T") Maintenance Agreement for West First Street/SR 46, from French Avenue to Oregon Avenue. City Manager Simmons recommended approval of this maintenance agreement. Procedure for board appointments. After discussion, the consensus of the Commission was to utilize the new procedure for board appointments, as discussed and outlined in memorandum dated September 15, 1995, from Mayor Smith. Regular Agenda Items and other items. A. Community Redevelopment Agency Funds. The City Manager reported that charges in approximate amount of $37,000.00 are anticipated over and above money which is in the trust fund, that still unresolved is whether or not Melvin Simon and Associates will ask the City to sell "B" Bonds for reimbursement of front end activities, and, if so, said $37,000.00 would be covered by the bond sales. The City Manager recommended that monies be left in the CRA Fund (carry over), with the assumption that the City will not be selling bonds to cover outstanding debts/charges. B. One Harbour Place Lease Proposal. The City Manager reported receipt of a lease proposal for One Harbour Place, which includes a flat amount per year with an escalator and elimination of the not to compete clause, and that said proposal will be available for City Commission review and consideration at the next Work Session. C. Chamber of Commerce ("Chamber") over-payment. On recommendation Of the City Manager, the consensus of the Commission was to approve the payment of one-half of the annual economic development funds in the first week of October, 1995, and the remainder in December, 1995, with the understanding that the over-payment to the Chamber in amount of $4,462.50 will be resolved this week. D. Request from Central Florida Chapter - I.B.W.C. for $1,000 contribution. The City Manager reported that no funds have been budgeted for this type of item. The Commission took no action. E. Prioritized list for proposed Lake Monroe Waterfront and Downtown Sanford Community RedeveloDment Area. The Commission concurred with the prioritized list as described in memorandum dated September 21, 1995, from Director of Planning and Development. City Manager Simmons reported that Seminole County has requested information relative why the City feels it is appropriate to continue with the 25% outside of City utility surcharge. Also, that the City consider waiving required annexation, to provide drinking water to people in existing areas, with the understanding that annexation will be necessary before water/sewer service is provided for new development. F. Bid #95/95-71, Civic Center Roof. City Manager Simmons recommended approval of the bid from Rinkus in amount of $7,800.00. Request for authorization for one (1) additional "police officer"position and one (1) part-time "crime analyst"~osition. The City Manager recon%mended approval of the two additional positions, subject to continued receipt of Motor Vehicle Theft Prevention Authority Grant Funding, and that Ordinance No. 3274 regarding same be placed on first reading this evening. H. Request for waiver or reduction of utility sewer deposit. City Manager Simmons reported that a repre~ntative of Gateway may appear before the Commission this evening seeking a waiver or reduction of the City's normal utility deposit in amount of $1,000.00, which is based on an estimated two month utility bill, and recommended denial of said request, as it would be a departure from the City's standard provision. Also, the City is still looking for approximately $97,000.00 billed in July, 1995, for road work performed by the City. I. Appointment of County-wide Trails Task Force Representative. The Commission concurred to appoint Andrew Van Gaale as City representative to this Committee. J. Hospital Road Blue Ribbon C~,,L~ttee. The Commission concurred that Commission Eckstein continue to serve on this Committee. K. Little Red School House Request for Proposals. City Manager Simmons reported receipt of proposals from Tajiri Arts, P.E.P., Inc. and the City of Sanford Recreation Department, that Staff will do a matrix comments/recommendations in two weeks. L. City Hall HVAC and Roof Repairs. and analyze the proposals, and provide The City Manager reported that initially the HVAC system rehabilitation included roof repairs, that the new design requires removal of the existing air conditioning components, and, therefore, the re-roofing portion of the contract has been removed. M. Request from Joe Dalli, for waiver of of two-hour moving requirement for peddler's license, for cart sell{ng shaved ice in the WalMart Plaza. The City Manager recommended denial of the requested waiver. N. Bid #94/95-62, Landscapo Maintenance of Sanford Municipal Cemetery. City Manager Simmons recommended rejection of all bids and rebid, as all bids with the exception of Bon Terre which failed to provide required bonding, exceeded the budgeted amount. O. Sanford Museum Board a~ointments/re-aD~ointments. The Commission concurred not to consider, under the new procedures, appointments/re-appointments this evening.
