Public Hearing to consider closing, vacating and abandoning a north-south alley between Magnolia Avenue and Palmetto Avenue and between the SCL Railroad right-of-way and East 18th Street as advertised in the Sanford Herald November 10, 1995. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the alley closing. The City Clerk reported that the property was posted November 9, 1995, and the owners notified November 8, 1995. Recommendation submitted from the Plans Review Committee to approve the alley vacating, conditioned upon retention of the entire alley as a utility easement. On recommendation of the City Manager, Commissioner Howell moved to authorize the City Attorney to prepare the proper ordinance to vacate the alley, conditioned upon the retention of the entire alley as a utility easement. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the rezoning. James Willard appeared and reported he is the attorney for the applicant, and is available to answer questions. Further he is in favor of the staff recommendations and the Planning and Zoning Commission's recommendations. Recommendations submitted from the Planning and Zoning Commission and the Director of Planning and Development to approve, conditioned upon the information contained on the ACI Income Fund Planned Development Master Plan. On recommendation of the City Manager, Commissioner Howell moved to authorize the City Attorney to prepare the proper ordinance to rezone the property as recommended. The City Attorney reported that the ordinance has been amended by additions that w~re not in the ordinance when it was placed on first reading on November 13, 1995, and recommended that after the ordinance is read the City Commission hear from anyone present, and pass the ordinance on first reading as amended and hold a public hearing at the next meeting to consider second reading and adoption. Carolyn Small, Finance Director, appeared and reported that the amendments deal with adding firefighters and definition of officials. Bo Human Relations Advisory Board: The City Clerk reported that the terms of Reverend Quinton Faison, Turner Clayton and S¥1vester Wynn expire December 31, 1995; that all have been contacted and are willing to serve again. The Commission took no action, and concurred to continue to let the terms run out. On recommendation of the City Manager, Commissioner Howell moved to authorize execution of Amendment No. 2, to State Revolving Fund Loan Agreement CS120586170, reducing the original loan amount of $5,746,000.00 by $72,056.00, and adjusting the annual loan payment to $400,336.57. The Chairman recessed the meeting at 7:15 P. M., and reconvened it at 7:18 P. M. Parking of recreational vehicles in residential areas. Commissioner Howell reported there is a number of people present who are interested in this and requested to discuss it. City Manager Simmons reported he has advised the City Attorney he will prepare and send to him information, based on the discussion at this evening's Work Session, to revise these regulations to restore authorization for storage of recreational vehicles in other than back yards in cases where the side yard is insufficient to get the vehicle in the back yard, provided the stored vehicles are properly licensed, and provided that they must be stored on a concrete pad, not grass, if stored in the front yard. The Commission concurred. Bentley-Wilson Park. Commissioner Lyons thanked and commended the Concerned Organized Men in Action and Mike Kirby for community and city efforts contributed to this park. Breathing Air Compressor and Cascade System. On recommendation of the City Manager, Commissioner Howell moved to authorize purchase of a rebuilt 17 CFM Breathing Air Compressor and Cascade System from Breathing Air Systems in amount of $15,425.00, as a "sole source" purchase, as described in memorandum dated November 16, 1995 from Fire Chief Hickson. City Manager Simmons reported the City Attorney believes a Nuisance Abatement Board is the best way to address concerns previously discussed by the Commission at Work Session as requested by Commissioner Lyons, and that he and the City Attorney will adapt the City of Tampa's Nuisance Abatement ordinance for the City of Sanford, and will plan to have this ordinance ready for first reading December 11, 1995.
