The City'Commission of the City of Sanford, Florida, met in Organizational Meeting
on Tuesday, January 2, 1996, at 7:00 o'clock P.M. in the City Commission Room' City Hall,
Sanford, Florida.

Commissioner Howell moved that the meeting adjourn sine die. Seconded by Commissioner ThomaS
and carried by the vote of the Commission as follows:

Police Chief Ralph Russell - termination of emDlo~ment. Commissioner Howell moved to
terminate Police Chief Ralph Russell's employment. Seconded by Commissioner Lyons. After
discussion the Chairman called for the vote, and the motion failed to carry upon roll call
vote as follows:
