Shoemaker International Terminal Conference Room, One Red Cleveland Boulevard, Sanford, Florida. Shoemaker Board Member Bill Miller Board Member Sandra Glenn Steve Cooke, Executive Director Steve Coover, Attorney Chairman Weindrop called the meeting to order. Tour of Airport Area and Discussion of Key Issues. Members of the three agencies toured the airport area and returned to the terminal at approximately 4:20 P.M. Presentation of proposed Action Plan Strategy. Tony VanDerworp, Seminole County Director of Planning and Development, reported that the Airport is a major economic generator in Seminole County, that there is about 1500 acres of land available for economic development at the Airport, and gave a brief overview of the Economic Development Action Plan for the Airport and its Environs, as follows: 1) an Airport Industrial Park Redevelopment Plan; a sample of the Lagrange Industrial Park III Preliminary Plan was distributed, 2) a Utility Plan, 3) a Drainage Plan, and 4) Intergovernmental Actions, which includes land use and zoning changes, and gateway landscaping and signage. Further, Seminole County is the Facilitator, City and County Staffs will make their engineers available, and the Airport will develop and fund marketing brochures/plan. Further, the development plan is expected to be completed within the next (3) three to four (4) months, and requested direction from all three agencies on how to proceed. In response to Commissioner Thomas' question, Steve Cooke stated that a Noise Abatement Committee was created to address the noise issue. Chairman Weindrop reported that he would like to insure that the~A$rport and Industrial Development Plans focus on both short term and long term, and come togethe~i~ a marketing plan that attracts peop!e~ Sanford City Manager Simmons reported that the City of Sanford funded a Utility Master Planning Study, that the City envisions a wastewa~er facility/treatment plant off of Beardall Ave, which would provide somewhere between one (!) and seven (7) million gallons of reclaimed water per day; the estimated cost of same is between 10 and 20 million dollars depending on the assessed growth being planned for, and that said cost is not included in E405354 MINUTES City Commission, Sanford, Florida Jninf Wnrk Nnv~rd~.r 5, 1996 quality, and the water table does not lend to septic tanks. Further, the Airport would benefit from a wastewater treatment plant on Airport property because wastewater service would be cheaper. Building D~mo!ition and Removal Program. Steve Cooke, Executive Director, Sanford Airport Authority, reported that the income stream has become less and less because several of the older buildings are dilapidated and are not suitable for occupancy~ Further, a system and schedule need to be developed for demolition, removal and the transport of debris utilizing City and County equipment and forces~ with the Airport removing the asbestos from these buildingsv some of which has already been done. Mayor Smith reported that the City has been in the mode to start building demolition for a number of months. City Manager Simmons reported that, as previously discussed, the City is prepared to assist with tearing down the buildings and burning the debris in a pit, but the City does not have a large enough fleet of dump trucks to transport said debris to a dump site; additional trucks would need to be leased. In response the County Commissioner Adams' question, Larry Sellers reported that the buildings can be cut into sections~ put on a flat bed truck, and transported to a landfill and buried, and recommended that County, City, and Airport Staff continue to work together to develop a demolition schedule. Chairman Weindrop reported that the Airport Authority's nex~ meeting is December ~ 1996 and asked if the City and County could have a building demolition schedule available by said meeting. After discussion, all three agencies concurred to proceed with a building demolition plan, to identify and define the roles and responsibilities of each agency relative equipment and manpower for review and discussion at the Airport Authority Meeting on December 3, 1996. Discussion and Direction on Additional Items. Duke Adamson stated that the four laning of Airport Boulevard from the Airport to 17-92 is the finishing touch on the Airport, and that said construction needs to be a~c~lerated Larry Sellers reported that there are practical restraints and budgetary issues involved, and that said work can be a~elera=ed, but right-of-way acquisition is required. Sandra Glenn stated that there are three different speed limits posted from Sanford Avenue to the Airport, which needs to be addressed. Also, there needs to be joint fire participation between the County and the Airport Authority. Attest: ~/ City Clerk Chairman Weindrop adjourned the meeting at 5:21 P.M.
