The City Commission of the City of Sanford, Florida met in Special Work Session
Tuesday, November 19, 1996 at 4:00 o'clock P.M. in the City Manager's Conference Room, City
Hall, 300 North Park Avenue, Sanford, Florida.

The Chairman called the meeting to order.
Communication Towers.
The City Manager reported that Seminole County is arranging a meeting to discuss
the siting of communication towers, that he is concerned about the co-location of more than
one array on a tower, and that Andrew VanGaale attended an American Planning Association
Meeting last week to discuss this issue.
Associate Planner Andrew VanGaale gave an overview of the three topics discussed
at the meeting. He stated that the Telecommunication Act of 1976 provides that local
government cannot unjustly discriminate against one company having a communication tower over
another company, reviewed a Communication Tower Matrix, distributed by Jay Marder, which
included current and proposed permitted uses, separation requirements between towers, single-
family and multi-family residential, maximum height restrictions, and landscaping and fencing
requirements of other municipalities as well as Seminole and Orange Counties. Further, to
stop the proliferation of towers and protect single-family residences, Orange County adopted
an ordinance with separation requirements of 200 feet or 300% of the height of the tower
between any residential uses.
Commissioner Eckstein reported that because of the enclave situation in Sanford it
would be wise to send out some trial balloon for interlocal agreements to prevent unintended
uses.
City Manager Simmons reported that there is similarity between what Seminole County
has and what the City is proposing in seven (7) of the ten (10) columns of the matrix.
Further, the Commission may want to consider working with the County to have uniformity, that
the biggest difference is the separation between towers, and that he is not interested in
tower separation unless it would facilitate an agreement with the County because separation
is meaningless unless it expands across City and County boundary lines.
Commissioner Lyons reported that he would be in favor of the City drafting its own
rules and regulations governing communication towers.
Director of Planning and Development asked the Commission to think about whether
antenna farms or single antennas throughout the City are preferred, and stated that if the
towers are spread throughout the County/City the private market will be forced to co-locate
towers.
After discussion, the Commission concurred that Staff move forward with the
Planning and Zoning Commission recommendations as described in memorandum dated October 4,
1996, from Director of Planning and Development, to prepare ordinances and advertise public
hearings, and to work with Seminole County to have uniformity .

Sole source purchase of lights for Sanford Memorial Stadium. The City Manager reported that
he will request the "sole source" purchase of lights from MUSCO at the November 25, 1996,
Regular Meeting.
