The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, October 22, 2012, at 4:18 PM, in the Railroad Depot Room, Second
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

1. Presentation of Police Department promotional process by Roger McMillin,
Morris & McDaniel Consulting Firm. [Commission Memo 12 -163] (RM 8.A)
Roger McMillin reviewed the Police Department's proposed promotional
process. A thorough job task analysis will be conducted which will clearly identify the
knowledge, skills and abilities that reflect the competencies desired in a prospective
position. The consultant will then develop an assessment tool which will enable a
thorough evaluation of each candidate. The consulting firm will facilitate the entire
promotional process including the proctoring examinations, selection of assessors from
other agencies, training selected assessors, video taping all portions of the practical
evaluation process, scoring assessment evaluations and providing the City with a rank
order list of qualified candidates.

2. Presentation of new website — Lisa Mosca.
Lisa Mosca, Public Information Officer, presented an overview of the
City's new website.
3. Discussion regarding AV equipment in the Commission Chambers.
A proposal from Xerox Audio Visual Solutions was distributed and
reviewed by Christopher McDeed, Network Operations Administrator. The Commission
asked Mr. Bonaparte to look at what it would cost to stream Commission meetings live,
including personnel costs, for one year.
4. Discussion regarding Special Event: Alcohol Sales. [Commission Memo 12 -167]
Lisa Jones, Recreation Services Manager, said that sidewalk cafe
requirements are often in conflict with Special Event Policy. Staff is seeking input and
discussion concerning serving and consumption of alcohol during special events.
When an applicant is granted permission to host an event in Sanford with
alcohol, the scope of alcohol sales is not limited. At times, the applicant may enlist the
services of an authorized vendor to assist them with the sale of alcohol, which could
include another charitable organization or a merchant or caterer holding a liquor license.
Special Event Policy requires that the applicant provide a list of all
authorized vendors including product, alcohol and food vendors. These vendors must
provide documents to staff which may include business license, state license, alcohol
license, certificate of insurance, etc. Additional requirements such as obtaining an

extension of premises from both the City and the State may also be required.
Recent codified rules regarding sidewalk cafe permits strictly prohibits the
sale of alcohol outdoors in the entertainment district. Sidewalk cafes shall be permitted to
serve alcohol only to patrons who are seated in the establishment's designated cafe
seating area.
However, our current policies continue to allow outdoor alcohol sales
when a special event is approved by the City Commission and the merchant is an
authorized vendor of that special event applicant and meets all the requirements of City
staff.
The Commission agreed that special events supercede the sidewalk cafes
and that the sidewalk cafe ordinance needs to be revisited and tweaked to make it simpler
and more enforceable.
5. Continued discussion regarding policy on roadside memorials.
Mr. Bonaparte said that he had a presentation to make regarding this item
but due to time constraints he wants to hold that.
However, at the last City Commission meeting a request was made by
Francis Oliver that the Trayvon Martin Memorial artifacts placed in the Sanford Museum
be given back to the original Trayvon Memorial Committee to be erected at the newly
opened Goldsboro Welcome Center in the Historic Goldsboro District. Mr. Bonaparte
tried to contact Ms. Oliver but didn't get to speak with her. He contacted the City

Attorney who said that while the City collected some items it is not as simple as just
giving them back.
Assistant City Attorney Groot said that the City collected the items and
they are at the Sanford Museum and are City property. If it is determined to give them to
an entity they would have to be declared as surplus and disposition authorized.
Mayor Triplett recommended reaching out to the family via their Attorney
and say that the City is planning to declare the items as surplus and at the family's
direction will release them to whomever they decide. There needs to be written
memorialization as to what their feelings are. Mr. Bonaparte said that he will provide the
Commission's request to the City Attorney for handling.
6. Discussion regarding City of Sanford Sign Regulations. [Commission Memo 12-
168]
This item was not discussed.
7. Discussion regarding 2013 City Commission Regular Meeting Schedule.
[Commission Memo 12 -169]
The Commission concurred that only one meeting will be held in May, on
the second Monday; one meeting will be held in July, on the fourth Monday; one meeting
will be held in November, on the third Monday; and one meeting will be held in
December, on the second Monday. A Resolution will be provided at the next meeting for
Commission action.

8. Regular Meeting Agenda Items — additional information and /or questions.
City Clerk Dougherty said that a special meeting needs to be held to
interview the remainder of board applicants in order for the appointments to be on the
first meeting agenda in November. The Commission agreed to schedule the meeting on
October 30 at 4:00 PM. Ms. Dougherty said that she will follow up with the Commission
tomorrow.
