The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 14,2006. at
4:51 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford. Florida.

Mayor Kuhn called the Work Session to order at 4:51 PM.
1) Presentation of Final Concept Plan for Ft. Mellon Park Master Plan. [Commission Memo 06-378]
Frank Bellomo, Bellomo-Herbert and Company, Inc., presented the Final Concept Plan for the Ft. Mellon Park
Master Plan.
The Commission recommended that modifications and amendments to the Scope of Services include the
following: designs for tot lots and fort play themed area; design to include two tennis courts in lieu of shuffleboard court
renovation; and roadway crosswalk improvements along First Street.
2) Presentation of 3rd Quarter, FY 05-06 City Financial Report. [Commission Memo 06-382]
3) Discussion regarding Employee Health Insurance. [Commission Memo 06-383] (R-9. D.)
Human Resources Director Sheryl Chapman distributed City Commission Memorandum 06-383 regarding
employee health care coverage which was reviewed by City Manager Yehl and discussed at length.
The Commission agreed that this item should be discussed further at Monday's budget Work Session, and that
the enrollment period be extended by thirty days to allow employees the option to participate or consider alternative health
insurance coverage.
4) Discussion regarding funding for WMFE.
Stephen McKenney Steck, WMFE Chief Executive Officer, and Jose A. Fajardo, WMFE President and General
Manager, were present to request grant funding in the amount of $1 0,000 a year for a three year period in order to implement
providing the capacity to do the kind of programming that would give WMFE the ability to connect better with citizens in the
region, community, and coverage area.
