The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 11, 2006.
at 5 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park A venue, Sanford. Florida.

Mayor Kuhn called the Work Session to order at 5:05 PM.
1) Presentation of Employee of the Month Award for June, 2006 to Alan L. Smith, Police Department.
Mayor Kuhn made the presentation.
2) Presentation re: ARTYgators.
Mindy Matthews, ARTYgators Project Director and Michelle Toth, Sales Manager, distributed and presented
information regarding their Fusion Community Art Project.
City Manager Yehl said that he will meet with Staff and Ms. Matthews and come back with a proposal at the
next meeting.
3) Briefing re: Police and Fire Pension System. (R-9. B and C) [Commission Memos 06-421 and 06-422]
Patrick Donlan, Foster & Foster, Inc., distributed and reviewed the Police Officers' Retirement System Actuarial
Valuation as of October 1,2005 and the Firefighters' Retirement System Actuarial Valuation as of October 1,2005.
Commissioner Woodruff suggested that the percentage of payroll that should be a typical pension contribution
be set aside in a reserve fund, possibly designated as a contribution surplus account in the pension fund. He asked Mr. Yehl
to figure out what that number is and write it into the policy. The Commission agreed.
4) Discussion regarding Midway-Canaan Community Water Association's utility account. [Commission Memo 06-
412]
The Commission concurred that the Association continue to provide an update every ninety days.
5) Agenda Items - additional information and/or questions.
Mr. Yehl distributed an Agenda Memorandum for the following: Item 9-D) First reading of Ordinance No. 4017
to rezone 3795 Brisson Avenue and the Preliminary Subdivision Plan for Brisson Avenue East [Commission Memos 06-430
and 06-431]; 9-E) First reading of Ordinance No. 4018 to rezone 128.59 acres at 3890 Brisson Avenue and the Preliminary
Subdivision Plan for Brisson Avenue West [Commission Memos 06-432 and 433]; 9-F) First reading of Ordinance No. 4019
to require pre-employment background checks for all employees and certain contractors [Commission Memo 06-420]; and
10-B) Contracts for Physician Services [Commission Memo 06-411].
6) End the meeting.
There being no further business, the Work Session was adjourned at 6:03 PM.
