The City Commission of the City of Sanford, Florida, met in Work Session on Monday, January 22,2007. at
4 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford. Florida.

Mayor Kuhn called the Work Session to order at 4:06 PM.
1) Presentation of Fort Mellon Park Master Plan design. [Commission Memo 07-025]
Frank Bellomo, Landscape Architect, Bellomo-Herbert & Company, distributed and discussed the Fort Mellon
Park 30% Construction Documents Review Set, dated January 22,2007. [Commissioner Jones arrived during the discussion.]
2) Discussion with Midway Canaan Community Water Association representatives. [Commission Memo 07-026]
Association Representative Joe Starling distributed and reviewed an Account Update dated January 22,2007.
There was a consensus of the Commission that City Manager Yehl write a letter to the Association Board
requesting a business plan for reducing its debt to the City.
3) Briefing regarding the Sanford Gasification Plant site. (Regular Meeting #6.G) [Commission Memo 07-024.G]
Attorney Tom Maurer, Foley & Lardner, distributed and reviewed a map of the Sanford Gasification Plant site
reflecting the approximate location of remediation and property boundaries. He also reviewed the agreements scheduled for
action tonight and recommended that the Commission move forward with all three of them.
4) Discussion regarding replacement of Traffic Signals at Park Avenue and 3rd and 9th Streets. (Regular Meeting
#6.H) [Commission Memo 07-024.H]
Public Works Director Tom George distributed a copy of photographs taken of the traffic signals.
City Manager Yehl said that he will come back with a proposal of what it would cost to put in traffic signals
that are consistent with what is in the historic district.
5) Discussion regarding Ordinance No. 4045, amending Schedule U of the Land Development Regulations, creating
and establishing Downtown/Riverfront Overlay Districts. (Regular Meeting #7.A) [Commission Memo 07-027]
Planning & Development Services Director Russ Gibson distributed a map reflecting the downtown design
standards overlay districts and reviewed the time line for adoption of the ordinance.
Tara Salmieri, Glatting Jackson, gave a power point presentation of the development of the design standards.
6) Agenda Items - additional information and/or questions.
Mayor Kuhn said that she has been approached about naming the new community center the Velma Hayes
Williams Community Center and that she would bring it up tonight for consideration.
City Manager Yehl distributed a draft letter to the Florida Department of Transportation regarding Central
Florida Commuter Rail Transit, and said that he will send the letter later this week. The Commission had no objection.
Human Resources Director Sheryl Chapman distributed a corrected Commission Memorandum regarding
amendments to the Classification and Pay Plan, Regular Item 9.C.
