Dougherty Absent: Commissioner Jack T. Bridges City Attorney William L. Colbert Call to order. Mayor Kuhn called the meeting to order at 4:04 P. M. and reported that Commissioner Bridges is ill and unable to attend the Work Session and the Regular Meeting. 1) Presentation of Employee ofthe Month Awards. August 2006: Brenda Rupert, Utility Department. September 2006: Gladys "Puggy" Johnson, Finance Department. October 2006: Lawrence Hagan, Utility Department. Mayor Kuhn presented Employee of the Month A wards to Brenda Rupert and Lawrence Hagan [Commissioner Jones joined the meeting]. Gladys "Puggy" Johnson was not present and Mayor Kuhn announced Ms. Johnson's award will be presented December 11, 2006. 2) Interview applicants for appointment to the Sanford Airport Authority. (R-9.A (3)) [Commission Memo 06-515] The City Commission interviewed Larry D. Blair, Erogies Grigley, Jr., Frank S. Ioppolo, Jr., and Michael D. Neal; after which Mayor Kuhn reported the interviews are completed, and that Commissioner Bridges has requested that the appointment to the Sanford Airport Authority be held until he can be present. 3) Presentation regarding designation of a "Cultural Corridor" in the downtown area. Christine Dalton, Community Planner, gave a PowerPoint presentation "Cultural Corridor Concepts" regarding a proposed corridor set aside in the downtown area promoting arts and culture initiatives. 4) Discussion regarding "killer dogs". Police Chief Brian Tooley and Seminole County Animal Services Director Mike Whitmer discussed plans to patrol in the areas where cats have been killed by dogs. 5) Discussion regarding Legislative Matters. (R-9.C) [Commission Memo 06-500] City Manager Yehl reviewed the item. Commissioner W oodrufT requested more specifics about what the City wants the lobbyists to do/what issues the City wants taken care of before entering the agreement. 6) Agenda Items - additional information and/or questions. A) 2400 Marshall Avenue. (R-9.E) [Commission Memo 06-514] Steven Triece, the City's Broker, reviewed the City's Appraisal of the property, and the City's Offer to Purchase and the counter offer from owners Thomas C. Mayor Kuhn presented the Award to Ms. Johnson. 2) Interview applicants for appointment to the Historic Preservation Board. (R-9.A (3)) [Commission Memo 06-527] The Commission interviewed Todd Bullock, Richard Compton, John Giuliani, and Michael Yebba. 3) Presentation of the City Financial Report -- 4th Quarter, FY 05-06. [Commission Memo 06-522] Finance Director Jim Poulalion and Finance Manager Puggy Johnson presented the Report. The Commission discussed providing employees with a Christmas bonus, and said that action will be taken tonight. 4) Discussion regarding First Amendment and Termination Agreement to Waste Services, Inc., Franchise. (R-9.E) ..., .... [Commission Memo 06-534] 5) Discussion regarding the Parks n Facility Location. [Commission Memo 06-533] Deputy City Manager Aday said that Staff will come back with more location choices. 6) Discussion of Special Events Funding. (R-9.G) [Commission Memo 06-531] [City Manager Yehl joined the meeting.] The Commission discussed allocating funding to the following organizations for the following amounts: Historic Welcome Center - $6,000; Florida Collegiate Summer League; Sanford River Rats - $5,000, and the City gets to sponsor a night; Sanford Historic Trust - $5,000 for the 2007 Historic Tour of Homes, with the stipulation that 1/3 goes to additional advertising; Sanford Chamber of Commerce - $7,500; Boy Scout Troop 545 - $4,500; Head of the St. Johns Regatta, Crew Boosters Club of Winter Park - $2,500; Child Abuse Prevention Task Force- $3,000; Tajiri Arts and Creative Sanford Inc. - $5,000; and Word of Faith & Deliverance - $4,000.
