PART III-AWARD CONDITIONS
a. GENERAL CONDITIONS
The recipient covenants and agrees that it will expeditiously initiate and timely complete the project work for
which assistance has been awarded under this agreement, in accordance with all applicable provisions of 40 CFR
Chapter I, Subpart B. The recipient warrants, represents, and agrees that it, and its contractors, subcontractors,
employees and representatives, will comply with: (1) all applicable provisions of 40 ICFR Chapter I, Subchapter B,
INCLUDING BUT NOT LIMITED TO the provisions of Appendix A to 40 CFP. Part 30, and (2) any special
conditions set forth in this assistance agreement or any assistance amendment pursuant to 40 CFR 30.425.
b. SPECIAL CONDITIONS:
(For cooperative agreements include identification or summarization of EPA responsibilities that reflect or
contribute to substantial involvement.)
1. The city shall submit a copy of all contracts (A & E and Construction) made
under this grant immediately after execution. The contract documents are
required in order to process grant payments and change orders.
2. EPA reimbursement for engineering fees will be limited to 30% of the total
eligible engineering fees until EPA approves the contract for engineering
services.
3. Eligible construction costs were determined to be $503,900 (see Attachment A
for ineligible work) or 26.6% of total construction costs of $1,894,582.
This factor, applied to relevant line items in the approved application
budget, yields the following:

Project Description
This project consists of sewer rehabilitation work to correct excessive
infiltration/inflow in the City of Sanford wastewater collection system.
The rehabilitation work consists of the following:
1. Line removal and replacement in Contract "A"-EPA, of the bid documents,
further described as:
a. Subsystem 1 - replacing approximately 2,654 linear feet of 8-inch
to 15-inch diameter sewers and constructing 13 manholes.
b. Subsystem 2 - replacing approximately 2,237 linear feet of 8-inch
to 30-inch diameter sewers and constructing nine manholes.
c. Subsystem 8 - replacing approximately 772 linear feet of 8-inch to
10-inch diameter sewers and constructing six manholes.
d. Subsystem 9 - replacing approximately 145 linear feet of 8-inch
diameter sewer and constructing two manholes.
2. Plugging inflow sources as detailed in Item No. 9.01 of Contract "A"-EPA.
3. Construction associated with inflow plugging as detailed in Item No. 9.02
of Contract "A"-EPA.
4. Making 108 lateral connections to new lines as,d~tailed in Item No. 10.01
of Contract "A"-EPA.
5. Sliplining approximately 265 linear feet of 18-inch sewer line in
Subsystem 5 as described in Item No.1 .01 of Contract "B"-EPA.
6. Rehabilitating 24 manholes as described in Item No.2 of Contract "B"-EPA.
7. Rehabilitating 287 manholes as described in Item No.1 of Contract "C"-EPA.
This work is to be accomplished by city forces, described as "Force Account."
8. Internal grouting and point repairs, line removal/replacement and slip-
lining of existing sewers as described in Contract "0".
The fundable portion of the project includes Items 1, 2, 5, 6 and 7. Items 3,
4 and 8 are not eligible for funding because Item 3 involves the rerouting of
stormwater; Item 4 involves house lateral installation; and Item 8 involves
test and seal work, point repairs without cost-effective flow justification,
and other work in Contract "0" that is part of the unapproved Subsystem 3.

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
AUTHORIZING AND DIRECTING THE CITY MANAGER OF
THE CITY OF SANFORD TO ACCEPT A FEDERAL GRANT
UNDER THE PROVISIONS OF THE FEDERAL WATER
POLLUTION CONTROL ACT AS AMENDED.
WHEREAS, the City Commission of the City of Sanford,
Florida, did seek federal assistance for Step 3 - construction of
wastewater tr~atment facilities; and
WHEREAS, the United States Environmental Protection
Agency did offer said grant to the City of Sanford, Florida,
through a Grant Offer dated August 29, 1985;
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE
CITY OF SANFORD, FLORIDA:
