WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, December 10, 2012, at 4:00 PM, in the Railroad Depot Room,
Second Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the Work Session to order at 4:09 PM.
2. Discussion re: Golf Cart ordinance [Commission Memo 12-211]
Deputy City Manager Tom George and Police Lieutenant James
McAuliffe presented this item. In early 2011, City Staff was asked to investigate the cost
and feasibility of allowing golf carts to travel and park on City streets. Florida Statute
316.212 provides that golf carts may be operated on a municipal street that has been
designated by a municipality, however, the Statute requires that the responsible local
government entity must first determine that golf carts may safely travel or cross the
public road or street, considering factors including the speed, volume and character of
motor vehicle traffic using the road or street. Upon determination that golf carts may be
safely operated on a designated road or street the responsible government shall post
appropriate signs to indicate that such operation is allowed.

Lieutenant McAuliffe distributed and discussed a handout entitled, Golf
Cart Safety Review.
Assistant City Attorney Groot prepared the proposed ordinance that would
allow for the operation of golf carts upon designated roads within the City of Sanford,
subject to specified restrictions and the provisions of State law. The Commission
concurred that "and signed" verbiage be removed from Section 3. (b) (2) of the proposed
ordinance.
City Manager Bonaparte said that Staff will prepare the item for
consideration at the next meeting.
1. Sanford Housing Authority report — Ms. Vivian Bryant
Vivian Bryant, Esq., Orlando Housing Authority President/CEO,
distributed and presented the Sanford Housing Authority Update dated December 10,
2012.
3. Discussion re: 519 S. Palmetto Avenue — Little Red School House [Commission
Memo 12 -210]
At the last Work Session the Commission discussed various options for
the property including whether to sell, renovate and rent it out, and declaring it as surplus
and conveying it to an organization to carry on the role for which it was initially donated.
Mr. George said that various organizations have expressed an interest in
the property. He distributed a draft list of items that should be addressed in a written

proposal. He also passed around a copy of photographs showing examples of the damage
to the property and noted that immediate needs are an HVAC system and siding but the
wood decking is in very poor condition and hand rails need replacing; the roof is at the
end of its life but is not leaking.
Attorney Groot suggested that a hybrid RFP could be sent out to let the
market place be exposed to the Commission in terms of anyone who wants to buy the
property or state the conditions under which the property should be donated. Mr.
Bonaparte said that Staff will work with the City Attorney to prepare the necessary
document for interested parties to provide information on either the buying or leasing of
the property with the understanding that it not cost the City money. There was no
objection of the Commission.

None of these items were discussed due to time constraints but Mr.
Bonaparte said they can be explained at tonight's regular meeting.
Mr. Bonaparte said that regarding Regular Item 8.G, the Resolution
number is 2367 rather than 2360.
