The City Commission of the City of Sanford, Florida, met in Work Session on Monday, October 23,2006, at 4 PM. in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford. Florida. Present: Mayor Linda Kuhn Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Randy Jones Commissioner Jack T. Bridges City Manager Robert (Sherman) Yehl City Clerk Janet R. Dougherty Deputy City Clerk Cynthia Porter Absent: City Attorney William L. Colbert Mayor Kuhn called the Work Session to order at 4:08 PM. I) Interview applicants for appointment to the Sanford Airport Authority Board. (R-9.A) [Commission Memo 06-474] The Commission interviewed Duke Adamson, Lee Bradley, and Rocky Harrelson. Mayor Kuhn distributed a copy of a letter to Larry Dale from Johri Williams regarding his reappointment to the Sanford Airport Authority Board (received via fax), and a copy of a letter she received from Larry Dale regarding co-development of Airport owned property (received via fax). 2) Presentation on youth outreach by GIA Development International, Inc. Stan Smith gave a power point presentation. 3) Parks Facilities Rental Fees and Veterans Memorial Park designated usage. [Commission Memo 06-468] City Manager Yehl said that Staffwill check with Veterans groups, look at resident and non resident fees, and design use of Veterans Memorial Park for more reverent functions. 4) Evaluation of the Comprehensive Plan Evaluation and Appraisal Report: preliminary list ofland use issues. [Commission Memo 06-469] Planning and Development Director Russ Gibson and Principal Planner Antonia Gerli reviewed the issues. The Commission requested reevaluation of the parks element and the City's level of service and what is counted as recreation and open space toward that level of service; and to add something to address how to improve depressed areas as part of neighborhood revitalization. 5) Discussion regarding second December meeting. The Commission agreed to not have a second December meeting. 6) Evaluation ofthe City Manager. Human Resources Director Sheryl Chapman distributed the City Manager's Evaluation Summary which was discussed by the Commission. The Commission requested that Ms. Chapman provide additional information for consideration at the next meeting regarding a pay increase for the City Manager. 7) Agenda Items - additional information and/or questions. City Manager Yehl distributed additional information regarding Regular Meeting Item 9-J, Resolution No. 2065 adopting a new Classification and Pay Plan. 8) End the meeting.
