City Manager requests consensus for Staff to develop a proposed agreement for subsequent review/approval by City Commission. 2. (Affordable Housing Demonstration Project.) attached. (Public Hearing: condemnation - 1800 West Airport Boulevard, Condemnation Report No. 91-16) Johnny Walker, Trustee, owner. Public Hearing continued for 60 days from meeting of November 11, 1991, with stipulation that owner spray-clean the building, apply a sealer coat to the building, and board up the windows and doors. Building Inspector reports that the property has been cleaned and the building secured as of December 26, 1991. Ci ty Manager recommends the property be removed f rom the Condemnation list, for one (1) year, with stipulations that the owner keep the property cleaned up, the building secured, and keep the hedgerow along Airport Boulevard and Country Club Road trimmed so it does not inhibit driver sight distance at the intersection. Further, to reconsider the property for condemnation at the end of one (1) year. 4. (Public Hearing: second reading and adoption of Ordinances.) A. Ordinance No. 3094, re: annex portion of property between Old Lake Mary Road and Ridgewood Avenue and between SR 46 A (West 25th Street) and SR 425 (Airport Boulevard), City of Sanford, owner. City Manager recommends: Authorization to use grass ground cover on parking spaces, with drive lanes to be paved as required; and Denial of request to waive landscape islands, which will break up groups of 10 or more parking spaces. 7. (Requests from The Rivership Grand Romance.) Letter attached. Item 1: R/W use permits for 10-ft wide cement pad from north edge of Seminole Boulevard to existing seawall on Lake Monroe. Recommended by Planning and Zoning Commission. City Manager recommends approval, subject to final engineering approval. Item 2: permission to install crosswalk across Seminole Boulevard, connecting with cement pads on either side of roadway; and two (2) flashing yellow lights and two (2) crosswalk signs for crosswalk. Recommended by Planning and Zoning Commission. ~~ City Manager recommends approval, with installatio~~ of lights and signs in accordance with FDO~~ greenbook regulations. ~- Item 3: Multiple Liquor Licenses for Seminole Boulevard property. Ci ty Manager recommends the requestor apply to Planning and Zoning Commission for proper Conditional Use Approvals, and the City Commission consider this item after Planning and Zoning Commission action. Item 4: Additional liquor license at 433 North Palmetto Avenue. Planning and Zoning Commission has no objection to multiple liquor licenses at one building/location. City Manager recommends approval of same, with a "Class 3-Special" City Registration. 8. (Temporary office trailers at 2462 Park Avenue.) Letter and information submitted from Jim Berko, Executive Director, requesting temporary placement and use of three (3) single wide office trailers during internal renovations, until June, 1992.
