City Manager recommends authorization for Mayor and City Clerk to execute Interlocal Agreement with Seminole County, to share cost of Travel Time and Delay Studies for State Roads in estimated amount between $2,218.00 and $2,655.00 per year for a period of three years. 13. City Manager recommends authorization for Mayor and City Clerk to execute School Resource Officer Agreement with Seminole County School Board to reimburse City of Sanford the amount of $57,247.00, for 1/2 of the personnel and equipment costs. 14. City Manager recommends authorization to modify Invoice Approval Procedure for payment of Lump Sum Construction Contracts, whereby appropriate pay application for such contracts is processed and paid according to regular Finance Department payment procedures, said proposal would not be applicable to any "non-lump sum contract", such as professional services contracts for legal or engineering services. 15.
