Avenue and lying between Kennel Road and Airport Boulevard
extended northerly is proposed to be rezoned from AD
(Agricultural) District to RI-l (Restricted Industrial)
District.
2. Public Hearing to consider rezoning a portion of that
certain property lying West of and abutting Bevier Road and
lying between SCL RR and West 16th Street is proposed to be
rezoned from AD (Agricultural) District to RI-1 (Restricted
Industrial) District.
3. Public Hearing to consider the Collection System Project and
to present the alternatives considered, reasons for
selecting the recommended plan, environmental impact,

27th Street.
Petitioner: David A. Stump
The action of the Commission was to authorize water
service extension at no cost to the City and hold the
annexation until the property is continguous.
b.
The Commission considered the Petition for Annexation
for a portion of that property lying approximately 1500
feet South of State Road 46 and lying between Beardall
Avenue and SCL RR ROW.
Petitioner: Gerald & Beryl E. Van Houtte
The Commission authorized staff to determine if the
Airport had an interest in said property or any
objections to proposed use. The action of the
Commission was to table said petition to meeting of
October 26, 1987.
The Commission authorized the payment of statement to
Stenstrom, McIntosh, Julian, Colbert & Whigham, P.A.
for professional services for August 1987 in the amount of
$3,746.75.
The Commission approved the proposed draft agreement between
the City and the Airport Authority for spray irrigation on
the airport and authorize the Mayor to execute same.
The Commission appointed Andre Johnson, Valencia Wells, and
re-appointed Steve Harriett, Peter Courlas, Julia Robert,

Committee.

The Commission appointed Marva Hawkins, Ruthia Hester,
Turner Clayton, and Beth Bridges to the westside
Neighborhood Strategy Steering Committee.
The Commission approved Amendment #20 to the Water Quality
Studies for Consulting Engineering Services with Conklin,
Porter & Holmes-Engineers, Inc. and the cost was not to
exceed $7,500.00 for Hydraqual to prepare a modelling device
on Lake Monroe Water quality.
The Commission approved an agreement with the Board of
Public Instruction for the Resource Officer Program for FY
1987-88.
The City Commission authorized the Mayor to execute a lease
for one year with Lake Jessup Hunting Club for hunting
rights on the recently acquired "2200 Acre" property in the
amount of $7,500.00 and acceptance of the proper insurance.
The Commission authorized the request from Tina Kreusch,
Tina's Dog House, for an Open Air Restaurant Occupation
License for a hot dog stand at the corner of 1215 South
French Avenue.
The Commission authorized the approval to submit a grant
request for Local Government Comprehensive Planning
Assistance Funds in the amount of $27,272.00.
The Commission authorized the approval of the request from
Sanford Airport Authority for transfer of funds in the
amount of $410.00 in their 86-87 budget.
The Commission authorized the construction of restroom
facilities at Pinehurst Park. Donations promised to total
$1,800 and the City share of $7,500.
The Commission authorized acceptance of the low bid from
Air Centers of Florida, Inc. for a Portable Air Compressor
in the amount of $9,424.48.
The Commission authorized the City Attorney to attend the
Seminole County Citizens' Charter Advisory Committee
October 20, 1987; and to express the view that the
Commission was opposed to a Charter type county government.
The Commission authorized the payment of statement as
follows:
a. Stenstrom, McIntosh, Julian, Colbert & Whigham, P.A.
for $7,400.00.
b. Bryant, Miller and Olive, P.A. for $8,589.85.
c. Pay Application #15 from Wharton-Smith Inc. for
$68,664.24
d. Florida Preservation Services Invoice No. 870023 for
Historic District Survey for $2,533.00.
