The City Attorney reported on the purchase of land for
treated effluent disposal. The survey prepared by McIntosh
and Associates revealed approximately 325 acres of the
property lies below the ordinary high water mark of Lake
Jessup. The appraiser had taken this into account and the
amount of the appraisal is not altered.
The action of the Commission was to authorize the City
Attorney to proceed with the purchase for the amount
originally specified.
The Commission re-appoint Kay Shoemaker to another four year
term on the Sanford Airport Authority. The Commission also
appointed William Bush, Jr. to a four year term filing the
position for the expired term of Henry Schumacher.
The City Commission authorized the Mayor to execute Seminole
County /Ci ty of Sanford Community Development Block Grant
Interlocal Agreement. This will facilitate the pass through
of $35,000 of CDBG funds to the City for updating the 1968
Engineering Study and limited construction of actual
drainage improvements up to the total dollar cost of
$35,000.

2. Two four-year terms of appointment to the Sanford
Airport Authority will expire on September 30, 1987.
The City Commission can proceed to make the
appointments to fill these vacancies to be effective
October 1, 1987.
3. Recommend the Mayor be authorized to execute the
Seminole County/City of Sanford Community Development
Block Grant Interlocal Agreement, for "pass through"
funds in amount of $35,000 for updating the 1968
Engineering Study of the Mill Creek Drainage Basin
Study. Copies attached: memo from Director of
Engineering and Planning, and copy of proposed
agreement.
4. Recommend approval of request from Ms. Linda Banks,
R.N., United Way Chairperson, South Seminole Community
Hospital for free use of the Civic Center for a United

the hospital does not meet the "local" criteria in
Para. B. on the request, the function would benefit the
citizens of Sanford since United Way funds raised in
Seminole, Orange and Osceola Counties are returned to
