City Manager Comments. 5:55 — 6:00 PM CITY COMMISSION MINUTES FEBRUARY 11 2013 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, February 11, 2013, at 4:00 PM, in the Railroad Depot Room, Second Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Randy Jones Commissioner Mark M Commissioner Velma Williams Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Janet Dougherty Deputy City Clerk Cynthia Porter Mayor Triplett called the Work Session to order at 4:14 PM. 1. Discussion: Purchasing Policy [Commission Memo 13 -0241 Finance Director Cynthia Lindsay and Purchasing Manager Bill Smith distributed and reviewed the City's current purchasing policy. Due to time constraints, this item will continue to be discussed at the next work session. 2. Presentation of Downtown Kiosk and Pathways to History Project [Commission Memo 13 -023] Christine Dalton, Historic Preservation Officer and Community Planner, gave a powerpoint presentation regarding the Downtown Kiosk and Pathways to History Project. 3. Regular Meeting Agenda Items — additional information and /or questions. • Community Values and Target Areas recommended by the Community CITY COMMISSION MINUTES FEBRUARY 11 2013 WORK SESSION Visioning and Strategic Planning Steering Committee [Commission Memo 13 -025] (RM 9 -B) Whit Blanton, Renaissance Planning Group, said that the Committee is about mid point of the two phase effort. The first phase (which is complete) was to work with the Steering Committee, have community wide discussions to develop a statement of values, and identify target areas for a more focused analysis. What is before the Commission tonight is approval of a resolution adopting the Community Visioning Steering Committee's recommendations for community values and target areas as part of the visioning and strategic planning process. The set of values statements is based around four pillars: culture, character, connections, and commerce which are proposed to be used to guide the development of concepts and ideas of the target areas that have been established for Sanford: airport, downtown, Goldsboro, Georgetown, SunRail station, Seminole Towne Center and surrounding areas, and Seminole State College. The Commission thanked Mr. Blanton and members of the Steering Committee for their time and effort in the visioning and planning process. 4. Briefing items. Commissioner M ° Carty asked the Mayor to appoint him to serve as the Commission's representative on the Florida League of Cities, alternate on the Sanford Chamber of Commerce, and alternate on CALNO.
