City Hall, Sanford, Florida
1. Discussion of legal requirements for creation of tax
increment district.
Letter attached from City Attorney, with information.
2. Review of reclaimed water distribution system, and the need
to increase certain pipes in the distribution system. Memo
attached from Director of Engineering and Planning.
3. Review of construction/beautification of Municipal Parking
Lot.
4. Review of an "open season" annexation program. Memo
attached from Director of Engineering and Planning.
5. Discussion of requests from Sanford Gymnastics Association,
Inc., regarding construction of their new facility:
a. For a $25,000 grant which they propose to repay within
a two year period.
b. To waive all building permits. (Approximately
$250.00.)
c. For the City to pay the impact fees for the two outside
restrooms to be used by the public.
($812.50 total fee - $650.00 for inside fees = $162.50)

6. Review of proposal from Coopers & Lybrand to extend their
auditing contract for three (3) years. Copies attached:
Memo from Finance Director with letter from Coopers &
Lybrand and proposed Addendum to contract.
Recommend approval.
7. Discussion of request for water service at a proposed Handy
Way store at the corner of S.R. 46 and C.R. 415. Copies
attached: Request, annexation petition, application, deed
restriction, map.
Recommend the developer be permitted to extend water service
to the property, with no city participation.
8. Review of October 10, 1988 Regular Agenda. Copy enclosed.
