Recommend acceptance of the staff report from the June 6,
1988 Work Session and authorize Staff:
(1) To prepare requests for bids, and advertise resurfacing
contract for approximately 200,000 square yards for
streets coded "OK"; and
(2) To move forward with street related drainage
improvement planning, and street paving planning in the
"WINS"/Goldsboro area utilizing remaining available FY
87/88 and 88/89 Gas Tax revenues.
b. Consideration of Sanford Airport Authority Rules and
Regulations. Copies distributed with June 6, 1988 Work
Session packet.
Recommend the Commission acknowledge receipt of the Airport
Authority Rules & Regulations, and refer same to Staff to
discuss with the Director of Aviation.
c. Consideration of request from Lennar Homes for Special
Assessment for paving of Americana Boulevard and Rolling
Hills Boulevard. Copies distributed with June 6, 1988 Work
Session packet.
Recommend the City acknowledge the interest of some of the
property owners along the undeveloped portion of Americana
Boulevard in utilizing -Special Assessment in paving of same
and direct staff to review the assessment with adjacent
property owners before drafting the ordinance and
scheduling public hearings.
d. Consideration of Bid Tabulation #87/88-29, replace roof at
Public Works Complex. Copies distributed with June 6, 1988
Work Session packet.
Recommend acceptance of the lower bid in amount of $6,422,
from Poli BrothErs, Inc., which does meet specifications.
e. Recommend approval of the following actions for the
implementation of the WINS Project:
(1) Direct the City Attorney to draft legislation for a Tax
Increment Revenue District and provide an outline to
the City Commission of the key decision points to be
incorporated in said ordinance.
(2) Request supplemental contract from Florida Center for
Urban Design and Research, Tampa, for assistance on the
implementation phase and revisions to the plan
documents as discussed at the June 6, 1988 Work
Session.

(3) Authorize Staff to prepare an engineering plan with
cost estimates for projects and timeframe for phasing
said projects, in conjunction with revisions to be
prepared by Florida Center.
(4) Authorize the addition of one (1) clerical employee to
be hired for a 90 day period; source of funds from
Engineering Department account no. 2-01-10314-0, Other
Professional Services.
f. Consideration of request from Sanford Arms Development, Inc.
for an extension of the site plan approval for Sanford Arms
Apartments. Copies distributed with June 6, 1988 Work
Session packet.
Recommend approval of the request for extension of site plan
for 120 days, and advise Joseph Kantor that this will be
the final extension (if it is not implemented, the site plan
will expire in 120 days).
g. Consideration of request from E & J Signs, Inc., et al,
requesting deletion of the 150 foot separation requirement
for mobile trailer signs. Copies distributed with June 6,
1988 Work Session packet.
Recommend the request be acknowledged but the request for
change be denied and enforcement of present sign ordinances
continue as is now being done.
h. Consideration of Fuel storage Tanks/Mandated Changes. Memo

Recommend approval to implement D.E.R. mandated changes for
fuel storage and authorize Staff to proceed to get bids in

Consideration of Sanford Airport Authority Rules and
Regulations.
The Commission acknowledge receipt of the Airport Authority
Rules & Regulations, and referred same to Staff to discuss
with the Director of Aviation.
Consideration of request from Lennar Homes for Special
Assessment for paving of Americana Boulevard and Rolling
Hills Boulevard.
The Commission acknowledged the interest of some of the
property owners along the undeveloped portion of Americana
Boulevard in utilizing Special Assessment in paving of same
and directed staff to review the assessment with adjacent
property owners before drafting the ordinance and scheduling
public hearings.
Consideration of Bid Tabulation #87/88-29, replace roof at
Public Works Complex.
The Commission authorized acceptance of the lower bid in
amount of $6,422, from Poli Brothers, Inc., which does meet
specifications.
Recommend approval of the following actions for the
implementation of the WINS Project:
( 1 )
The Commission authorized the City Attorney to draft
legislation for a Tax Increment Revenue District and
provide an outline to the City Commission of the key
decision points to be incorporated in said ordinance.
( 2 )
The Commission requested a supplemental contract from
Florida Center for Urban Design and Research, Tampa,
for assistance on the implementation phase and
revisions to the plan documents as discussed at the
June 6, 1988 Work Session.
( 3 )
The Commission authorized Staff to prepare an
engineering plan with cost estimates for projects and
time frame for phasing said projects, in conjunction
with revisions to be prepared by Florida Center.
(4) The Commission authorized the addition of one (1)
clerical employee to be hired for a 90 day period;

Consideration of request from E & J Signs, Inc., et al,
requesting deletion of the 150 foot separation requirement
