regulations, and that Code Enforcement proceedings/actions
move ahead accordingly.
(Nuisance Abatement Board.) City Manager to report.
City Manager Simmons reported Florida Statutes allow for the
creation of Nuisance Abatement Boards, which can act in
certain situations (drugs, prostitution, etc.) and after a
certain number of incidents or convictions; that we have an
existing ordinance regarding stolen property that we may be
able to use; and that he and the City Attorney need a couple
more weeks to review the laws.
Asked City Manager to ask the State of Florida for leverage to
adopt ordinances to regulate loitering.

Service Area Agreements for this property; the Commission
had no objection to proceeding to revise the Service Area
Agreements as proposed, to provide that this ACI Property
be handled like the mall (city provides retail water, and
wholesale/retail sewer) with the understanding the city
will reimburse the county $237.00 per acre for the
additional 27 acres.
D. Use of City Commission Chambers and Conference Room by
the Traffic Hearing Officer Program.
The Commission concurred to continue this use for calendar
year 1996, as previously authorized for calendar year 1995.
E. Log Cabin. City Manager Simmons reported this building
is vacant, has severe structural problems, and that he
and Gary Winn, Building Official, agree it should not be
used for human occupancy, and recommended the Commission
authorize demolition of the building.

F. Joint Public Safety Facility.
The Commission had no objection to Staff preparing a RFP to
hire a professional consultant to prepare appropriate studies
and costs for a Joint Police and Fire Public Safety Facility,
wi th funding from the Engineering and Planning Department
budget, for the Commission's review.
G. Request from Darryl Presley, Chairman, FOP Contract
Bargaining Committee, Fraternal Order of Police Sanford
Lodge No. 140, to discuss collective bargaining issues at
a City Commission Meeting.
In response to Commissioner Howell's request, City Manager
Simmons reported he will (1) ask the city's labor attorney,
David Kornreich, for a written response whether or not the
City Commission could hold this meeting since impasse has been
declared and agreed to, and (2) ask him if the City Commission
can sit as the Special Master.
Mr. Presley s"t9-..t~~ he received notification from the City
Clerk that hi&t~eing reviewed and he understands the City
Clerk will notify him when and if it is appropriate to
schedule the meeting.
H. Building No. 3 at the Airport. City Manager Simmons
reported Staff is working with Steve Cooke to demolish
this structure, and will ask Commissioner McLain if
Seminole County is interested in assisting.
I. Item #21, first reading of Ordinance No. 3288.
City Manager Simmons reported this ordinance was prepared for
first reading tonight as a result of the Commission's desire
to waive certain utility charges for structures not connected
to an available city sewer line; see Item #21 for action.

safety standpoint, and ask the neighbors to reposition the
lights so they don't shine on Mr. DeBose's property.
(Special Event - PVA Bass Tournament.) Request to close East
Sanford Avenue from alley in front of Civic Center to corner
of East Seminole Boulevard on Saturday, April 27 and 28, 1996,
from 5:00 A.M. to 8:00 A.M. and from 2:30 P.M. to 4:00 P.M.

A. Alice Cadarette, 610 Palmetto Avenue, reported an oak
tree in the right-of-way in front of her neighbor's house
fell on her roof during high winds and requested the city
pay for the damages not covered by her insurance company
because the city's insurance company has twice rejected
her claim. City Manager Simmons reported the claim was
rejected as an "Act of God".
Motion and second to pay $500.00 were withdrawn; no further
action taken.
B. Charlotte Smith, 1004 Grove Manor Drive, Sanford,
expressed concern about reports that the Commission
wanted input from citizens on the recreational vehicle
parking issue, but that citizens could not present their
views at Work Sessions and could not speak to the
Commission at Regular Meetings unless the item was listed
on the Agenda.
Mayor Smith explained that anyone wishing to address the
Commission can ask to be recognized after Agenda, Commission
and Staff items are handled at Regular Meetings, just as Ms.
Smith did here tonight.
C. Toby Troutman asked what action the Commission took
regarding parking recreational vehicles in residential
areas, and upon being told there was no change made,
stated she agrees and does not want the regulations
changed.
D. Ronnie T. Nance, 2843 Central Drive, Sanford, reported he
has a recreational vehicle parked in his front yard,
insurance doesn't cover the recreational vehicle if it is
parked in a storage lot, he doesn't have $40.00 a month
to pay to park his recreational vehicle in a storage lot,
and asked what he is supposed to do; further, he will
move from Sanford when he is able to in a few years.
