Discussed; concurred that Staff advertise for Requests for Proposals for users of this facility. (Termination of Board Members' Appointments.) attached. Information Discussed; City Manager to prepare a letter for the Mayor's signature to Board Chairmen asking the Chairmen to discuss procedures for termination of board members' appointments due to non-attendance at meetings with their respective boards, and strongly encouraging regular attendance. (Economic Development Incentives.) Discussed; concurred that Staff proceed to draft an ordinance to provide incentives to certain geographic areas and to certain types of industry, with entry level jobs paid at a rate of not less than $15,000.00 annually, using Seminole County's Economic Development Incentive program and Sanford's Affordable Housing program for methodology. 9. Discussed using Stormwater Utility funds previously earmarked for drainage improvements in the Goldsboro area for an interceptor line at 6th or 7th Street to divert storm water that flows to downtown from as far away as 25th Street; the Mill Creek/Cloud Branch drainage improvements in the Goldsboro area will be delayed because our Attorneys have advised that Sanford not do anything along Cloud Branch that would arguably increase the flow where the gasification plant was located, and this will essentially stop us from proceeding with planned improvements until the issue of the gasification plant clean up is settled; we will proceed to purchase lands that are needed for drainage improvements and that have been flooded by storm water. Commission concurred that the City Manager pursue installation of the interceptor line between Mill Creek/Cloud Branch Phase 2 and Phase 3. B.
