The City Commission of the City of Sanford, Florida met in Joint Work Session with the Seminole County
Commission and the Sanford Airport Authority on Tuesday, March 18, 1997 at 1:30 o' clock P.M. in the A.K. Shoemaker

Kevin Fall with Seminole County referenced the previous meeting held among the three entities to discuss
efforts and strategies necessary to realize the Airport' s economic potential. From this meeting, it was decided that the studies
produced by each individual entity shotrid be consolidated under one plan. to determine further efforts in laying the framework
to accommodate economic and industrial development at the Airport To this end, the County obtained the consultant services
of Ivey, Hams & Walls, Inc.
Master Plan Presentation and DiscusSion.
Gary Dickens, Project Manager with Ivey, Harris & Walls, Inc., presented the Orlando Sanford Airport Area
Economic Development Master Plan, explaining that the plan was developed cognizant of land uses relative the noise level
contours and ranway extensions, county land use plan initiatives, physical attributes (e.g., flood plains around Golden Lake
and Silver Lake), environmental considerations, development of the existing industrial park, and the responsibility for such
infrastructure initiatives as roads and utility construction.
Steve Cooke, Director of Aviation, Sanford Airport Authority, reported that current projections indicate that
100,000 domestic passengers and 1,000,000 international passengers will utilize Orlando Sanford Airport in 1997.
Mr. Dickens referenced the Demolition Plan and the hndustrial Area Site Plan, explaining the necessity to
continue the ongoing demolition of those buildings remaining from the Airport' s "Navy base" era, thus freeing up developable
land to create marketable mixed-use parcels and a more corporate environment. This area, comprising approximately 100
acres, is not permitted for the most part under current stormwater management standards, and must be provided with supporting
infrastmctuxe, particularly drainage, which will take about 15 acres. He further explained that this plan incIudes about 60-70%

of lake areas necessary to support continued development of the area, with lakes established as amenity features.
He then discussed the underutilized railspur next to the Airport as a long-term asset, future consideration of a
transit terminal station at the airport entrance, ancillary retail operations, and concerns for maintenance of existing
infrastructure which is 50 years old.
Discussion ensued regarding demolition conducted to date, the liability of City and County staff conducting the
demolition of Hangar 4, and the possibility of contracting out for this demolition.
Sanford City Manager William Simmons reported that he has spoken to Sanford Fire Chief Tom Hickson and
"Acting" Seminole County Manager Gary Kaiser, and that both have liability concerns with deliberately setting a large fire
in such close proximity to other buildings.
Patricia 6eary of the International Council of Central Florida arrived, and introduced her guests, Kenneth Adams
of the U. S. State Department, and an economics professor from Ttmisia, who are observing various events in Central Florida.
Mr. Dickens referenced the Study Area Master Plan, and explained that using County projections, by the year
2013, this general study area will need approximately 750 acres of activity, primarily associated with residential uses along
the southern periphery edges. He emphasized maintaining compatibility with existing land uses and County initiatives, as well
as sensitivity to the historic significance of houses near 6olden Lake, and the need for buffers in existing residential areas.
Mr. Dickens explained that the plan contains three major factors: 1) compatibility, with respect to noise
contours, existing or proposed residential uses; 2 ) flexibility, reserving northern acreage for aviation-related development
needing runway access, and considering the southeastern area as the initial development area for mixed uses; and 3) efficiency.
In response to a question regarding possible devaluation of homes due to industrial rezoning, Mr. Dickens
explained that zonings need to be transitioned, based in part on owner-initiated rezonings, and on government initiative when
necessary.
Keyin Fall reported that the County will be conducting community meetings to secure feedback from residents
prior to adoption of their proposed Comprehensive PIan Amendment.
Mr. Dickens explained that projections indicate a need for multi-family housing, and the southeastern quadrant
is the most suitable for residential development. The plan suggests moving such development to the peripheral edge of the
study area, allowing for the emergence of a village center, inclusive of multi-family housing, to serve as a buffer.
In response to City Commissioner Velma Willjams' s inquiry regarding plans for development to the north, Mr.
Dickens referenced the Airport's proximity to Midway and explained that this residential use, at least within the 65 Contour,
needs to be phased out over time in favor of non-residential uSes.
He then identified the "gateway" to the Airport as the intersection of Sanford Avenue and Silver Lake Drive,
stated the need for strong signage at that,intersection, and referenced a current initiative to extend the beauti~cation overlay
of Lake Mary Boulevard to Silver Lake Drive. In response to a concern from the audience regarding the undeveloped low
density residential area abutting the primary arterial corridor to the Airport, he explained that such residential uses and non-
residential uses can exist successfully in proximity to each other with the use of reverse frontage and buffers.
Kevin Fall reported that the existing residential area is already buffered by a deep setback.
Discussion ensued regarding the noise contour relative extension of the north-south runway and its close
proximity to three historic homes on the eastern boundary of Golden Lake, ways to reduce the noise impact on those homes,

and the anticipated limited use of the north-south runway due to predominantly eastern wind currents.
Steve Cooke reported that the Airport will be handling approximately 60 heavy commercial flights per week
in 1997, and will begin its first scheduled commercial operation on April 2, 1997, with service to Bitoxi on Reno Air.
The three agencies then discussed the widening of Lake Mary Boulevard and questioned why it is 4-1aned at
C.R. 427 and only 2-taned at Silver Lake Drive.
Frank Van Pelt, Assistant County Engineer in Public Works, explained the airport' s expansion was not being
considered when the Sanford Avenue project occurred in 1987-88; that the 4-1aning of Airport Boulevard is still scheduled and
must be transitioned from 4-Iane to 2-lane. However, Silver Lake Drive will be 4-1aned ahead of Airport Boulevard to the north
due to being the new primary entrance to the Airport.
Sanford City Commissioner Lyons brought up the hazardous condition of the railroad tracks on Airport
Boulevard, a situation he identified up two years ago. Kevin Fall with Seminole County said he would look into the situation.
Mr. Dickens then introduced the topic of infrastructure and defined the third factor of the plan, flexibility, as
the ability to service the broadest number of people as efficiently as possible. He briefly reviewed a study conducted for the
City of Sanford by Conklin, Porter and Holmes Engineers, Inc., emphasizing that no funds have been appropriated for the
needed improvements identified by the study. City of Sanford planned improvements include water lines and sewer service
along the Silver Lake extension at a cost of $1.7 million and $1.6 million respectively, and a long-term plan for a wastewater
treatment plant in the southeast area of the airport at a cost of $10-15 million. Ivey, Harris & Walls, Inc. conducted their own
analysis and identified those improvements absolutely necessary to support the initial development area, including a water Iine
extension from Sanford Avenue at a cost $540,000.00; extension of the force main west toward Sanford Avenue with a lift
station instead of a wastewater treatment plant, at a cost of $740,000.00; and an additional option to service the northeast side
of the Airport at a cost of $125,000.00.
Sanford City Manager Simmons reported that he generally agrees with Mr. Dickens' assessment of running
necessary lines with a smaller diameter to the proposed wastewater treatment plant site as Phase I, providing 200,000 gallons
of wastewater capacity to be pumped back into the system at Sanford Avenue. He noted that system limitations exist between
Sanford Avenue and the Poplar Avenue plant making it more cost effective to build a wastewater treatment plant in the airport
vicinity to accommodate increased capacity rather than to upgrade the system. Further, it is important to get industrial and
commercial activity out on the east side of the airport, and the 200,000 gallon capacity attained in Phase I will go much further
with industrial and commercial rather than residential activity. In addition, he addressed the possibility of a single bond issue
of $5-6 million to fund this development as well as utility relocates associated with other county road improvement projects,
and suggested that developers be required to build their own lift stations until a City-owned lift station is justified.
County Chairman Morris asked if the City was seeking a partnership with the County or looking at annexation
in this endeavor.
City Manager Simmons referenced the interlocal agreement between City and County which makes the Airport
a part of the City of Sanford Utility Service Planning Area with annexation being an implicit part of the agreement.
Mr. Dickens cited the Silver Lake Drive extension as the core of any development scheme, and emphasized
the importance of monitoring local streets for safety and intersection operations as development occurs.
From a marketing standpoint, he recommended the three agencies coalesce efforts into a single entity direction,

promote resources, and conduct onsite and offsite beauti~cation to enhance airport entrances.
In summary, Mr. Fall presented an action plan timdine as follows: continue building demolition to open up sites
and increase flexibility; continue with joint efforts for water/sewer provision to initial development area; continue pursuit of
County' s land use designation to enable this development; coordinate stormwater management strategy; develop marketing
brochure and catalog available properties; pursue joint public/private opportunities for economic development; and conduct
Silver Lake Road improvements, to be completed mid- 1999.
Sanford Mayor Dale referenced a regional airport as the driving force in economic development for the County
as well as the City, and expressed a desire to partner with the County to build the regional an'port, utilizing each entity's
resources.
County Chairman Morris stated that more information is needed, but the City has a partner in the County; he's
not sure how far the parmership will go; and that tax dollars spent must be quantified by economic return.
Sanford Commissioner Eckstein referenced Mayor Dale's appointed role as the City's airport liaison and
recommended the County likewise appoint a liaison to the Airport Authority, to keep the County Commission informed.
Following discussion regarding the need to move forward now on necessary infrastructure improvements to
facilitate further development, Vice-Chairman Moore adjourned the meeting at 3:10 P.M.
