Robert (Sherman) Yehl, City Manager 11"::t' Call to Order Mr. Coover called the meeting to order at 6:07 PM. Approval of Minutes of May 17, 2007 Mr. Blacksheare moved to approve the Minutes. Kinney Aye Aye Aye Aye Aye Aye CRC 053107 o Chris McLeod Aye Presentation Concerning Redistricting Mr. Mcintosh distributed and discussed documents in relationship to redistricting. {Mr. Davis joined the meeting 6: 13PM} He suggested the Committee review the documents in the following order: 1. Redistricting Time Line 2. Ordinance 4032 3. Memorandum re: United States v. Osceola County, et al Discussion with Charter Officers Police Chief Brian Tooley The wording for the Police Chief and Fire Chief should be the same. The word patrolmen should be changed to employee(s). All eligible lists of rI subordinates and Police Chiefs are supplied by the Human Resource Department '-I not the Civil Service Board. {Mr. Stewart joined the meeting 6:21} The job classifications and duties for the Police Chief and Fire Chief should also have similar wording. Chief Tooley is fine with the words command and control but, is more of a Fire Department term. Fire Chief Jerry Ransom . The wording for the Fire Chief and Police Chief should be the same. All eligible lists of subordinates and Fire Chiefs are supplied by the Human Resource Department not the Civil Service Board. The words stationing, transferring and discipline should be removed and replaced with command and control of Fire Operation or Police Operation. The wording should be like the department's mission statements. Mr. Ransom is concerned about a possible conflict between Section 4.01 (a), Creation of Departments, and Section 9.02(a), Transfer of Powers. Mr. Mcintosh suggested Chief Tooley and Chief Ransom isolate their m 2 c ~ ~ ..~.' '-"~?-'" ~ ,... ,"-. ~r~. CRC 053107 concerns in writing and submit them to the Charter Review Committee. Mr. Yehl questioned whether or not it is necessary to identify the Police and Fire Departments in the Charter. Mr. Stewart asked Mr. Yehl if in Section 4.01 (a) in the charter be amended to say the City Commission may establish or deconstruct or abolish city departments at the discretion of the Commission and Mr. Yehl agreed. City Clerk Janet Dougherty Ms. Dougherty stated the City Clerk's office is part of the overall legislative and management structure of the city that includes the City Commission, City Manager, City Attorney and City Clerk. The Commission is responsible for policy development to be carried out by the City Manager. The City Clerk is responsible for the City Commission Agendas, record keeping, municipal elections, public hearings, publications, and maintaining custody of the city's records. The clerk's responsibilities are to the City Commission to accomplish the Commission's work and to accomplish this effectively and efficiently we need to have a seamless working relationship with the City Manager. Ms. Dougherty suggested that the close working relationship between the City Clerk, City Commission, and City Manager needs to continue. Ms. Dougherty stated most of her evaluations are done by the City Manager and many with input from the City Commission. The City Clerk's subordinates are responsible to the City Clerk who provides their evaluations. Mr. Yehl suggested cleaning up the language in Section 2.08 and that the City Clerk remains a Charter position. He also suggested that the Commission take responsibility for all of its Charter positions and its points, including the responsibility for doing evaluations for the City Manager, City Attorney and City Clerk. Mr. Yehl suggested the Charter Review Committee go to the City 3 CRC 053107 o Commission with a strong recommendation about how they see the City Clerk's office functioning. Charter Review Committee Recommendation Mr. Stewart moved to approve the Charter Review Committee recommend the City maintain a Commission Manager form of city government in compliance with a super majority of Sanford voters in a previous election on that issue.
