Call to Order
Mr. Garrett called the meeting to order at 6: 13 PM.
Election of Chairman and Vice Chairman
Mr. Blacksheare nominated Mr. Stewart for Chairman. There being no
further nominations, Mr. Stewart accepted the nomination.
Mr. Blacksheare volunteered for Vice Chairman.
Discussion of Preliminary Election Issues
The consensus of the Subcommittee is that the Vice Mayor shall be
rotated among the commissioners annually beginning with the senior
commissioner, in terms of service, and continuing there after in terms of
seniority.
The unanimous recommendation of the Subcommittee is to have one
Mayor and four commissioners.
The unanimous recommendation of the Subcommittee is to have
retention of four year terms for the commissioners.
The consensus of the Subcommittee is that the commissioners shall not

have term limits.

The consensus recommendation of the Subcommittee is that the city
elections coincide with the general election cycle and the census.
The unanimous recommendation of the Subcommittee is to have
redistricting of city elections done with the Federal Census cycle every 10
years.
The consensus of the Subcommittee is that the candidates and elected
municipal officers actually physically reside within the district they are running
for as verified by voter's registration, driver's license, or homestead from the
date of qualifications to the end of the term of office, unless an exigent
circumstance causes their abode to be destroyed or uninhabitable and they
are temporarily residing in a replacement dwelling until their home has been
made habitable. The impacted commissioner must make reasonable efforts to
relocate their temporary dwelling place within their district prior to taking
residency out of the district and must have the approval of the City
Commission to take up temporary emergency residence outside their district.
The consensus of the Subcommittee is the candidates must announce
for the seat they are running for in their qualification papers or qualification
petitions.

The consensus of the Subcommittee is the candidate must meet
residency requirements, must be a registered city voter residing in the sought
district, and must not be convicted of a felony unless the candidate's rights
have been restored.
The unanimous recommendation of the Subcommittee is a candidate
may qualify to be on the ballot by petition with 250 registered voter's signatures
in the district they are running for office and 500 signatures for a candidate
mayor or they must pay qualification fees of 20/0.
The unanimous recommendation of the Subcommittee is that the
petition includes at a minimum a printed name line, signature line, address,
phone number for verification, precinct and voter ID number to assist in the
verification process.

The Subcommittee discussed campaigning and the consensus was they
needed further research on the topic and will bring it up at the next meeting.
Establish Meetings
The Subcommittee concurred to hold the next meeting on Monday,
July 2,2007,6 PM, in the Railroad Depot Room.
