Call to Order
Mr. McLeod called the meeting to order at 6: 10 PM.
Approval of Minutes of June 5, 2007
Ms. Fogle moved to approve the Minutes. There being no objection the
minutes were approved.
Topics researched by Committee Members
Commission Pay - Mr. McLeod stated he researched Commission pay
and reviewed the City Charter of Maitland, Deland, Altamonte Springs, Orange
City, Ormond Beach, and Casselberry. He stated some cities have monthly
allowances, some use index codes, and some state a specific amount. Mr.
McLeod stated any elected position within city government should be fairly
compensated. He stated this is a Charter issue and should be looked at and
amended.
The Subcommittee recommended that when the City decides, by way of
an Ordinance, the City Manager commission an unbiased third party,
consulting group, to review what is fair compensation and the research should
include the surrounding areas/location, population, similar size, and work load.
Personnel Director - Mr. McLeod state we are a City Manager strong
form of government and they would oversee the Personnel Director. He stated
many of the cities don't have an HR Department or Personnel Director. Mr.
McLeod stated Altamonte Springs has a seven member board similar to our

Civil Service Board and the HR Director would oversee that board. He stated
the City of Casselberry mentions the Civil Service Board in their charter but no 0
duties specified within that city.
The Subcommittee recommended the discussion be tabled until the next
meeting.
Acting Mayor vs. Vice Mayor - Ms. Fogle stated she got a lot of
samplings in and out of the state and most of the wording states either Vice
Mayor or Deputy Mayor. She stated in Sanford the Mayor appoints from
among the Commissioners an Acting or Vice Mayor and did not find this
anywhere else. Ms. Fogle states most have an election of a Vice Mayor
annually at the first regular City Commission meeting after the city election.
The Subcommittee recommended the wording to be Vice Mayor and
tabled the discussion of the Vice Mayor being elected or appointed until the
next meeting and Ms. Fogle will gather more research.
Gender Neutral - Ms. Fogle stated that gender neutral is not something
they should get into until the Charter Review Committee has completed their
overall recommendations. She stated she is going through the Charter as it is.

Rewording regarding City Clerk - Ms. Fogle stated she found in several
City Charters the topic appointed officers, boards and committees and then
there was one line stating the City Commission shall appoint the following
officers, boards and committees and the first one is the City Clerk. She also
stated it read the City Clerk is directly responsible to City Commission as a
representative of the legislative branch of government and may perform
supplementary duties as assigned by ordinance of the resolution of the City
Commission. Ms. Fogle stated the City Manager and City Attorney were also

Term Limits - Mr. McLeod stated the general understanding is the
Charter Review Committee as a whole is in favor of a four year term for any
City Commissioner or Mayor and is already laid out in the Charter.
Moral Turpitude - Mr. McLeod suggested referencing a definition of
moral turpitude i.e. in some type of state. He requested the City Attorney to be "
present at the next meeting for suggestions of other wording. "

Chain of Command - The Subcommittee discussed the succession of
chain of command among public officials and reviewed chain of command for
City Clerk, Police Chief Police, and Fire Chief. McLeod stated there is nothing
in the charter that states what the chain of command is. He stated it could be
very easily spelled out that the City Commission and City Manager together
adopt a chain of command in time of a natural disaster. Mr. Stewart stated in
the emergency operations plan the city has, the Fire Chief is the designated
emergency operations official.
Establish Meetings
The Committee concurred to hold the next meeting on Thursday,
July 5,2007,6 PM, in the Railroad Depot Room.

The meeting was adjourned at 7:27 PM.
