Mayor Kuhn called the Work Session to order at 4:06 PM.
1) Update/Status Report from the Sanford Housing Authority.
Angel Tua, Sanford Housing Authority Executive Director, distributed and reviewed a report on the conditions at
the Sanford Housing Authority. [Commissioner Jones joined the meeting during the review.]
2) Update from the Seminole County Regional Chamber of Commerce.
Andrew VanGaale, Seminole County Regional Chamber of Commerce Board Member distributed a folder of
information regarding the Chainber.
3) Status Report - IT Strategic Plan. [Commission Memo 07-103]
Finance Director Jim Poulalion gave a power point presentation regarding Information Systems System
Improvement Progress.
4) Midway-Canaan Community Water Association.
Midway-Canaan Community Water Association Representative Joe Starling distributed and reviewed a Plan of
Action to address past due arrears owed to the City of Sanford.
There was a consensus of the Commission that City Manager Yehl come back in two weeks with a Memorandum
of Understanding between Midway Canaan Community Water Association and the City of Sanford for the paYment of past due
utility bills.
5) Recommendation regarding a Safety Incentive Program (Regular Item # 1 O.B) [Commission Memo 07-102]
Risk Manager Fred Fosson reviewed the proposed incentive program that provides a financial incentive to
qualified employees in eligible departments that have demonstrated and followed cost effective safety philosophies and
procedures.
6) Agenda Items - additional information and/or questions.
Commissioner Woodruff asked the Commission to consider a loan to Hopper Academy to pay tax certificates
until Seminole County Head Start Program occupies the building. A tax certificate holder has agreed to wait until April 20 to
redeem a certificate in the amount of $8,425.20. The Commission requested that Commissioner Woodruffask the certificate
holder to delay redeeming the certificate for a few days to allow for receipt of more data and definitive information from Head
Start, and that he follow up with the City Manager.
