040301 sm112 MINUTES City Commission, Sanford, Florida SPECIAL MEETING APRIL 3 20 01 E00014148 The City Commission ofthe City of Sanford, Florida met in Special Meeting on Tuesday, April 3, 2001, at 7:00 P.M. in the City Commission Room, City Hall, 300 North Park Avenue, Sanford, Florida, Present: Mayor-Commissioner Larry A. Dale Commissioner Whitey Eckstein Commissioner Velma H. Williams Commissioner Brady Lessard Commissioner Randy Jones City Attorney William L. Colbert Acting City Manager Roger Dixon City Clerk Janet IL Dougherty Absent: City Manager Anthony VanDerworp The Chairman called the meeting to order. Old business. Mayor Dale reported that the Airport Authority Board voted this morning to pay off the loan to the City; it is admirable. He stated that it will be a revolving situation for needed items, with Commission approval, as the Airport continues to grow. There were no objection~s. Mayor Dale reported that several years ago the Commission approved a tower lease to ATT Aerial Communications which has since beeIt sold out, and as part of the lease the City was given five telephones for a certain usage. Since the company was taken over there has been an unbelievable problem, including a threat to cancel. He sent a letter today terminating their lease and asked them to remove their commtmication equipment. He asked the Commission to confirm the action, Commissioner Eckstein moved to confirm the action taken by Mayor Dale regarding terminating the lease. Seconded by Commissioner V~rfiliams and carried by vote of the Commission as follows: Mayor-Commissioner Dale Aye Commissioner Eckstein Aye Commissioner Williams Aye Commissioner Lessard Aye Commissioner Jones Aye There being no further old business, Commissioner Lessard moved to adjourn the meeting sine die. Commissioner W'flliams requested deviation from the Agenda and asked Mr. Philpot to come forward. Mr. Philpot asked Mayor Dale to come forward so he could express his appreciation for what he has done for the African American community, the Rescue Outreach Mission in particular. He presented a plaque that reads, Mayor Larry Dale, we wouM like to bestow upon you the privilege of being an honorary Board member for your outstanding service and support to the Sanford/Seminole County community. Joe Yotmg, Westside Community Association President, recited a poem, Somebody said that it couldn't be done, but he did it. Turner Clayton, on behalf of the NAACP Seminole County Branch Executive Board, expressed his gratitude to Mayor Dale for the way he has conducted himself and run the City, attempting to reach across all economic and racial barriers to bring the City to unity. Mr. Mitchell and members of the Martin Luther King, Jr. Committee expressed appreciation to Mayor Dale for being the most honest and truthful Mayor to the community and thanked him for his support of the MLK Committee. A plaque was presented that reads, MarHn Luther King, Jr. appreciation award presented to Larry Dale, Mayor of the City of Sanford, 1997-2001, for being a man of courage, humility, and integrity. Your outstanding and unsel~sh contributions mark you as a true American in the best traditions of our democracy. Thank you. Mayor Dale introduced his wife Stephattie and two of his children, Samantha and Danielle. He acknowledged City of Lake Mary Mayor Thorn Greene and Dick Harkey, representing Congressman John Mica. New business. Nell Snow, acting as ambassador to deliver a few git~s from various people in the community, presented Mayor Dale with paper weights in the shape of lemons, one marked hotel and one marked conference center; a Swisher Sweet cigar; pacifier with a football on it; a small container of soil from Fort Mellon Park and delivered a message that it would be the only dirt he would get fi'om Fort Mellon Park, and a jar of midges caught earlier this evening; a picture, on behalf of FROGS "Facetiously Resisting Oppressive Government in Sanford"; duffie bag for carrying all the presented items, with the request of a promise that anyttin4; that couldn't fit in the bag shouldn't be taken from his office; and she played a recording of a march sent to her by her granddaughter along with a note that read, Hey Grandma, there is about twenty seconds on side A; I hope it's got enough pomp and circumstance flair to it. Have a good time drumming him out of office. Mayor Dale told Ms. Snow that it has been a wild ride. He explained the meaning behind the picture she presented. Mayor Dale presented each Commissioner with a card prior to the meeting. He presented each Commissioner with a plaque with a picture of the Commission and City seal and a personal message to each Commissioner. He read each plaque as it was presented. Mayor Dale said it is sad for him to leave tonight and he has a tear in his eye. You leave with mixed feelings because you feel relieved that you can go back and be a private citizen but you also have so many things that you've wrapped your arms around and come to care for that you know that you are going to miss including friendship, comradery, citizens, and respect. Mayor Dale next presented Diane Crews with a silver necklace and a charm bracelet that reads, Commission Liaison and the date and thank you from Mayor Larry Dale. He said that he cotrid not have accomplished as much without Diane because she has been his right-hand man, even though she is a woman, and she has been there for all of the Commission. She has proven many times over her loyalty and sincerity and caring desire to serve the people of Sanford; she has been unyielding in her energy to do that. Administer Oath of Office. City Clerk Janet Dougherty administered the Oath of Office to Mayor-Elect Brady Lessard, Commissioner-Elect Art Woodruff, and Commissioner-Elect Velma Williams. Acting City Manager Roger Dixon read a statement faxed to him from City Manager VanDerworp, I wish I could be in two places at the same time. To the incoming Honorable Lessard and Commissioners W illiams and Woodruff, congratulations. Please know that I will do everything that I can to meet your goals. To Mayor Dale, it has been a real pleasure serving with yo~t Never before have I experienced someone with your vision and drive. Never before have I worked on a tearn that has accomplished so rnuch. Mr. Dixon echoed Mr. VartDerworp's sentiments. Mayor Dale congratulated Mayor-Elect Lessard and Commissioner-Elect Williams and Commissioner-Elect Woodraft.. He invited Commissioner Woodruffto the dins, and turned the City over to Mayor Lessard. Adoption of Resolution No. 1875 authorizing signatures on bank accounts. ResolutionNo. 1875 was read by title. Commissioner Williams moved to adopt Resolution No. 1875, entitled: A RESOLUTION OF THE CITY OF SANFORD, FLORID& TO AUTHORIZE SIGNATURES ON BANK ACCOUNTS WITH BANK OF AMERICA AND THE STATE BOARD OF ADMINISTRATION; PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE. Mayor Lessard read Resolution No. 1874 in its entirety, as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, THANKING AND COMMENDING LARRY A. DALE FOR HIS SERVICE TO THE CITY OF SANFORD, FLORID& AS MAYOR OF THE CITY OF SANFORD. WHEREAS, the City Commission of the City of Sanford, Florida, is charged with the responsibility of exercising all powers of the City and performing all duties and obligations imposed on the City by law; and WHEREAS, the Mayor, in addition to serving as a voting member and Chairman of the City Commission, acts as the official ambassador for the City and is recognized by State and Federal governments as the Chief Executive Officer and Chief Elected Official of the City, and by the Govemor for purposes of martial law; and WHEREAS, LARRY A. DALE served with disthction and honor as Mayor of the City of Sanford from January 7, 1997 through April 3, 2001, for a total of more than four (4) years of service to the Citizens of the City of Sanford, Florida; and WHEREAS, during his term of office, LARRY A. DALE has facilitated, through his invaluable experience and expertise in the fields of both aviation and land development, the continued expansion and successful development of the Orlando Sanford International Airport, including such initiatives as: securing CLass B airspace to ensure adequate safety standards; acquisition and FAA approval for the new Instrument Landing System; completion of the Developnent of Regional Impact; facilitation of $1 million ban for new runway construction; working with the FAA to address and mitigate numerous life safety issues; successful contract negotiations with TBI pie; establishing effective partnership with OSD to seenre State funding for domestic terminal expansion; obtaining $8.34 million State grant; contract negotiations for 130-acre land acquisition; and initiation of the Airport Master Plan and the Strategic Business, Infrastructure and Marketing Plan for Commerce Park; and WHEREAS, LARRY A. DALE has represented the City of Sanford with faithful and exemplary dedication as: Secretary/Treasurer and Viee-Chairman of the METROPLAN Orlando Board; Chairman of the Sanford Firefighters' and Sanford Police Officers' Retirement System Boards of Trustees; City Liaison to the Sanford Police Department, Sanford Fire Department and the Orlando Sanford International Airport; and as a member of the American Heritage River Initiative Steering Committee, Seminole Vision Council of Mayors, and Orlando-Volnsia MPO Alliance; and WHEREAS, LARRY A. DALE has remained involved as a private citizen during his tenure as Mayor, and has contributed significantly to the community through his role as a member of the Eighteenth Circuit Judicial Nominating Commission, Seminole County Development Advisory Board, Florida Association of Republican Mayors, Ritz Community Theatre Restoration Project Board of Directors, and Devon Charter School Governing Board; and as Chairman of the Board for Westview Baptist Church. NOW THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: SECTION 1: That the City of Sanford, Florida thanks and commends LARRY A. DALE for his faithtiff service and tireless dedication to improving the quality of life for the citizens of the City of Sanford during his term of office on the Sanford City Commission, both as Mayor and as City Representative to various committees and boards, and extends to him its best wishes for the future. SECTION 2: That this Resolution shall be recorded in the Official Minutes of the City of Sanford, Florida, and that a copy be presented to LARRY A. DALE. Finance Director Donna Watt presented former Mayor Dale with his "final paycheck" in the form of confederate money from the great State of Mississippi on a "plaque" that reads, Show me the money became your theme song, made finance the villain to say, no, all wrong. To the best of our abilities we tried to conserve, stuffing the excess into General Fund Reserves. Your departure is imminent we have so sadly noted. No transfer from reserves the Commission bus voted. As a cost cutting measure this document is mounted on a form board from the original Pump Branch drainage project 1920. Conni,~ssioner Eckstein thanked former Mayor Dale for the card containing a g~ of money and the plaque. He said he wore his special college ring which he wears only to commemorate very special occasions. He said the City Manager said the Commission has named certain things after former Mayors and asked him to ask the other Commissioners to consider naming the Seminole High School Aquatic Center as the Dale Aquatic Center, and moved to do so. Seconded by Commissioner Willjams and carried by vote of the Commission as follows: Mayor-Commissioner Lessard Aye Commissioner Eckstein Aye Commissioner Williams Aye Commissioner Jones Aye Commissioner Woodruff Aye Diane Crews said that her heart is pretty full right now; it has been a wonderrid four years. She told Mayor Dale that he has been a lot of things in her life and has been there in her darkest hours and is responsible for her daughter being alive today. She said that Mayor Dale has been a wonderful boss, a mentor, and an encourager who has constantly challenged her to be better than she is. She thanked him for restoring her faith in good government. She is a student at UCF in Public Administration and for years has listened to a lot of rhetoric that isn't real. What Mayor Dale has done in the last four years is reality and is good government; her faith has been restored. She thanked him for caring about the town that she loves, for caring about her and being a part of her life. She quoted Thomas Jefferson, In matters of principle, stand like a roclc She said that Mayor Dale is a rock. Another famous American, Whitey Eckstein, said that if he was on a desert island he would want to be a boat builder. She said that further, she would want that boat builder to be a rock because she would want the boat to be built and the job finished; she wouldn't want someone who just knows how to do it, but would want them to do it. She said that in December Mayor Dale defended the rights of our absentee voters in Tallahassee, and presented him with a framed picture commemorating the event. Mayor Lessard said that Mayor Dale is in the process of moving east of town and dispelled the minor that he would seek office as the Mayor of Osteen~ In the spirit of Sanford, Mayor Lessard and Mr. Colbert draRed a 99 year no compete agreement that they forced Mayor Dale to sign. The Commission presented Mayor Dale with a Ruger shotgun in a case with a plaque that reads, Larry A. Dale, leader, mentor, friend. Velma H. Williams, Whitey Eekstein, Randy Jones, and Brady Lessard. Commissioner Williams told Mayor Dale that it has been an honor and a pleasure to serve with him_ He has been a driving force that has moved the City in a positive direction. She learned to respect him. He is extremely intelligent and while there have been times they have disagreed vehemently, they have still worked together and have developed a very positive relationship. E00014148 Larry Dale is a very valuable asset. She has learned to really care about him and thinks she loves him. She gained respect for him because of the way he talked about being from Mississippi and about his twin granddaughters who are multi-cultural; she thinks that is where the love part comes in. The City has grown tremendously because of his leadership and she hopes that the Commission can 'Tmish the job" and continue to move in a progressive direction and not let anyone cause them to turn back the hands of time. There is an urgency that we must move forward. Mayor Lessard said that he got Mayor Dale a t shirt with the acrenym WWLD (What Would Larry Do) and would get it to him as rapidly as possible. He thanked Mayor Greene and Mr. Harkey for their attendance and for Congressman Mica' s interest in Sanford.
