Speaking Before the City Commission. There is a three (3) minutes time limit for each speaker
on each item, except a person representing an organization and presenting its views during a
quasi judicial hearing will be allowed five (5) minutes, and a person speaking under Citizen
Participation will also be allowed five (5) minutes. Your cooperation is appreciated in observing
the time limit policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City Commission, legibly
complete a citizen's input form and submit the form to the City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City of Sanford
recognizing the importance of civility, decency, decorum and respectful behavior in promoting
citizen participation in a democratic government. The City of Sanford calls upon the elected

6) CONSENT AGENDA: The action proposed to be taken is stated for each item on the
Consent Agenda. Unless the item is removed from the Consent Agenda by a City
Commission member, no discussion on individual items will occur and a single motion will
approve all items.

Program agreement for FY 2013 -2014.
B. Authorize a 1% increase to the City Manager's salary effective October 1,
2012.
7) PUBLIC HEARINGS: The purpose of a Public Hearing is to receive input
regarding the item being considered. Public Hearings are not intended to be a time for
the public to obtain information about the subject matter of the hearing. (Hearing

A. Approve Resolution No. 2385 amending the budget in the amount of
$6,361,411 to establish a construction and engineering inspection budget for
RiverWalk Phase II. [Commission Memo 13 -044]
B. Award bid to A.0 Schultes of Florida, Inc. in the amount of $85,100 to recase
Oregon Avenue Well No. 1 and approve Resolution No. 2386 amending the
budget for this item. [Commission Memo 13 -045]
C. Approve Resolution No. 2387 to authorize the City Manager to enter into and
execute an agreement with the State Attorney for the Eighteenth Judicial Circuit
relating to the prosecution of cases involving City ordinance /City Code violations
in the County Court. [Commission Memo 13 -046]
D. Approve Resolution No. 2388 amending the budget in the amount of $13,869
for the Edward Byrne Memorial Justice Assistance Grant from the State of
Florida Department of Law Enforcement to the Sanford Airport Authority.

Commission to receive citizen input and comments pertaining to matters over which the
City Commission has jurisdiction or control. Questions directed to the City Commission

City Manager Bonaparte recognized Interim Police Chief Myers and said
that Friday will be his last day. He thanked him and expressed appreciation for all he has
done for the City of Sanford.
12) CITIZEN PARTICIPATION.
13) CITY COMMISSIONER'S REPORTS.
Commissioner Williams thanked Chief Myers for his service and support
for the City of Sanford.
Commissioner M said that within the past two weeks we've
experienced the anniversary of the death of Trayvon Martin. When he reflects on the
adversities that the City has gone through and the resilience and the hard work of the
Mayor, Commission, and citizens, he knows that he has learned a lot of things that he
didn't know before. The service for former Mayor Bettye Smith was very nice. It is nice
to read positive press in the Orlando Sentinel about the different projects in Sanford and
the investments that are being made in different projects. Today at UCF he met with
Senator Rubio and had conversation about Sanford. He also talked with University of
Miami President Donna Shalala, and the Blackstone Foundation that has just donated
$1.4 million to help young entrepreneurs who are going to school at UCF to get into a
business and start one. We need young people to get involved in City government. We

need to help stimulate young people that will start a business; money will be spent;
people will be hired. His name was placed on the list of entrepreneurs at UCF to teach
what it was like to get started in business 35 years ago and how he was able to be a
successful businessman.
Mayor Triplett also thanked Chief Myers and expressed appreciation. He
personally thanked Lisa Jones and Mike Kirby and the whole group for helping out at the
funeral for Mayor Smith; also our honor guard; it was a nice ceremony. He reminded
everyone that this Thursday is Alive After Five. He invited everyone to attend the Golf
Cart Venue this Saturday from 9 -11 at the corner of Palmetto Avenue and First Street.
There being no further business, the meeting was adjourned at 7:36 PM.
