The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, March 11, 2013, at 4:00 PM, in the Railroad Depot Room, Second
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the Work Session to order at 4:10 PM.
1. Discussion: Purchasing Policy. [Commission Memo 13 -049]
Finance Director Cynthia Lindsay received approval of the Commission to
proceed with amendment of the purchasing policy points of agreement discussed by the
Commission at the February 11 and 25 Work Sessions. A formal policy document will
be presented to the Commission for approval. [Vice Mayor Jones present.]
2. Discussion re: fire inspection fees. [Commission Memo 13 -047]
At the Work Session of February 25 Fire Chief Jerry Ransom reviewed
options regarding fire inspection fees and an analysis of the actual annual costs to the
City to conduct annual fire inspections. The Commission asked for more time to
consider the options and asked Staff to bring it back to today's Work Session for further
discussion. Today the Commission requested information on increasing new permit

construction fees to offset some of the increased costs associated with annual fire
inspections, and that Staff further review the cost analysis provided. This item will be
presented at the next Work Session for further discussion.
3. Presentation re: (Lake Monroe) bank fishing by Marty Hale, Fish and Wildlife
Conservation.
Mr. Hale said that a few weeks ago he met with Commissioner M
who briefed him about the issue on the marina regarding anglers casting too far and
getting their line tangled in boats and rigging. There seems to be user conflict between
some of the people in the marina and the anglers. He suggested options to resolve the
conflicts: to personally contact anglers to make them aware of the issue and encourage
them not to cast into the boats and riggings; to post signs in the fishing areas that
encourage anglers to avoid contacting boats and docks with fishing gear; develop other
locations along the seawall for anglers that will reduce angling effort in the marina;
prohibit the use of line retrieving devices, in essence making it a cane pole fishery and if
all else fails, to prohibit angling in the marina. He gave a powerpoint presentation
regarding regional fisheries and suggested creating a habitat that will attract fish. He
offered to work with the City by educating anglers and to provide assistance in designing
and creating improvements like fish attractors and placement of fishing piers in an effort
to provide options for anglers that are more conducive for fishing and less conducive for
problems. He also offered to bring a boat to determine depths that are sufficient for

potential brush fish attractors and to construct at least one attractor as long as water depth
is sufficient. [Commissioner Williams arrived during discussion.]
Commissioner Williams suggested that Mr. Hale communicate with City
Manager Bonaparte regarding facilitating FBIP grant writing and Commissioner M
can be his contact on the level of the Commissioners.
Mayor Triplett adjourned the Work Session for the Executive Session at
5:19 PM.

Mayor Triplett reconvened the Work Session at 6:04 PM.
4. Regular Meeting Agenda Items — additional information and/or questions.
Deputy City Manager Tom George gave an update on the golf cart status.
Five people have requested a registration; four were inspected; three passed and one
failed (it is a Mule and considered a utility vehicle and is not allowed to be driven on the
street). Upon further research he learned that Mules or Gators are ATV's and are strictly
prohibited from being on public streets. However, they can be equipped to be low speed
vehicles that would require inspection and license by the DMV, and as such would be
street legal. The Commission concurred that the City should not register ATV's.
Mr. George said that Robert Hopkins submitted his resignation from the
Community Redevelopment Agency (CRA) and it is necessary to appoint someone to fill

his vacancy. Commissioner Mahany said that Mr. Hopkins is a County appointment.
Mr. George said that he will contact the County about making a recommendation for an
appointment to the Board.
5. Briefing items.
Mr. Bonaparte said that this Saturday from 9 -11 AM there will be a golf
cart venue where carts can be registered and then inspected by someone from the Police
Department. A reprieve will be issued from 9 to Noon to allow golf carts to be driven to
the City's property at Palmetto Avenue and First Street to be inspected and to have decals
placed.
Mr. Bonaparte said that the swearing in ceremony of Police Chief Smith
will be on April 1 at 10:00 AM in the Commission Chambers. The Sheriff and State
Attorney will attend. The Police Chiefs of the six other Seminole County municipalities
have been invited to attend. It will be advertised but he wanted to make the Commission
aware.
Meetings have been held with the committee of technical media people
and the Sheriff's office regarding the upcoming Zimmerman/Martin trial.
The Police Department is having a reception for Chief Myers from Noon
to 2:00 PM on Thursday at the Public Safety Complex; this is his last week as Interim
Police Chief.
