MINUTES 3 6 12 City Commission, Sanford, Florida WORK SESSION NOVEMBER 26 2001' The City Commission of the City of Sanford, Florida met in Work Session on Monday, November 26, 2001, at 4:00 P.M. in the City Manager's Conference Room, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor-Commissioner Brady Lessard Commissioner Whitey Eekstein Commissioner Art Woodruff City Manager Anthony VanDerworp City Clerk Janet Dougherty Absent: Commissioner Randy Jones (arrived during Work Session Item No. 1 ) Commissioner Velma Willlaras (arrived during Work Session Item No. 1) City Attorney William L. Colbert The Chairman called the meeting to order. Discussion re~ardin~ Land Development Re~,ulations rewrite. Antonia Gerli, Senior Planner, distributed a November 26, 2001 memo entitled "Correction to Land Development Regulations," and explained the corrections to items discussed at the November 12, 2001 City Commission Work Sessiom (Commissioners Jones and Williams arrived during this disenssionJ (Mayor Lessard and Commissioner Willjams briefly let~ the meeting during this discussion and returned.) The Commission continued review of the Land Development Regulations rewrite, including Articles V through IX and Schedules M and Q. Update re~ardin~ Police Department Automated Performance Evaluation System. Police Chief Brian Tooley introduced Gracy Posley, Administrative Secretary, and thanked her for her participation in getting the system off the ground. Chief Tooley said that the project should be implemented by Janum3r 1, 2002, distributed a sample report generated by the system, and gave an overview of its abilities. Update re~ardin~ Protect Sanford Committee. Deputy City Manager Roger Dixon gave an overview of the responsibilities of the Protect Sanford Committee, which deals with potential threats and readiness preparations. The Commission agreed that strategically-placed cameras at City Hall were a good idea and asked the Deputy City Manager to proceed with getting bids for both a camera system and an entry card system. Mavor's briefing. Mayor Lessard distributed a copy of a letter to be sent to the Community Redevelopmerit Agency explaining the City Commission' s recent decision to use CRA funds without the agency' s prior knowledge. Discussion of Regular Allenda items, Add-on items, and other items. The City Manager said that the revenue shortfall report he is preparing for the Commission will be ready no earlier than February, but presented a report prepared by Human Resources Director Joe Denaro regarding new hires, terminations and current vacancies, and requested direction regarding filling existing positions al~er they become vacant. Commissioner Williams said that if the City Manager felt a .position which had not been frozen needed to be filled, to go ahead and fill it, and the Commission concurred. The Commission also requested an assessment from the City Manager regarding the frozen positions' impact on the departments and the public, whether verbal or written. City Mana~er's briefinll. A. Mayor Lessard introduced the champion Sanford Pop Wamer Junior Pee Wee Gator Cheerleading Squad and their coaches, who were awarded first phce among fourteen teams at the Mid-Florida Pop Warner Cheerleading Competition on November 4, 2001 to advance to the Southeast U.S. Regional Competition. Mayor Lessard and Commissioner Willjams presented each girl with a pin and posed for photos with the squad. (Commissioner Jones arrived at the meeting during this item.)
