Dougherty Absent: City Attorney William L. Colbert The Chairman called the meeting to order. Employee of the Month Award for Beeember 2001. Mayor Lessard presented Robert Padilla with the Employee of the Month Award for December 2001. Street lighting upgrades. Tom George, PubLic Works Department Project Manager, reviewed planned upgrades/additions for Goldsbore, Georgetown, downtown, and various individual requests. John Mercer, Chairman for the Downtown Waterfront CRA, said there is an immediate need for lighting downtown and that temporary Lighting could solve the problem. Mayor Lessard said the Downtown Business Association is installing electrical panels behind the buildings on First Street and receptacles in front of those buildings facing First Street for the Christmas Extravaganza which could be used for street lighting, however, legality for the City' s use of the electricity must be determined. Floodlight type fixtures would cost approximately $500 each to install. There was a consensus of the Commission to utilize the electrical service. Bomb dog for Orlando-Sanford Airport. Larry Dale, Orlando-Sanford Airport President, requested that the City provide a K-9 handler for a bomb/patrol dog. OSA will purchase the dog and rehted training forthe dog and handler, and will purchase a fully equipped K-9 vehicle. Action will be taken on this item at tonight's Regular Meeting. Federal lobbyist. Mr. L. A. Skip Bafalis, Alcalde & Faye, Ltd., presented an overview of Federal lobbyist services provided by his firm, and proposed an agreement for professional services at an estimated annual cost between $60,000 and $70,000. The Commission will consider this item at tonight's Regular Meeting. Antonia GerLi, Senior Planner, presented revisions to the Land Development Regulations for Article IX and Schedules J & L. The Commission recommended changes regarding landscape regulations, and setbacks between single family residences and commercial or multi-family properties. [Mayor Lessard left and returned to the meeting during the presentation.][Commissioner Eckstein left and returned to the meeting during the presentation.] Fire Code changes. Jerry Ransom, Deputy Fire Chief, and Mike McGibeny, Fire Marshal, presented proposed local amendments to the State mandated Florida Fire Prevention Code and the Life Safety Code. A revised ordinance was distributed. There was a consensus of the Commission to give the three police officers hired since October 1, 2001, and the four part time employees the full $750 Christmas benus.
