From: Debbie Simmons, City Manager's Office Date: 04/22/2013 MEMORANDUM OF UNDERSTANDING SUBJECT: Memorandum Of Understanding; Brochures; Habitat For Humanity ReStore PURPOSE: The purpose of this Memorandum of Understanding between Habitat For Humanity in Seminole County, Florida, Inc., also/known sometime as Habitat For Humanity of Seminole County and Greater Apopka, Florida, Inc. (hereinafter "HFH "), a Florida non - profit corporation, and the City of Sanford, a Florida municipality, is to ensure that a sound understanding exists as to the placement of brochures at City counters (as determined by the City) to benefit HFH and its ReStore. UNDERSTANDING: Accordingly, it is understood and agreed by the parties as follows: (1). HFH desires that contractors and /or homeowners contact HFH directly if they have any construction materials that they would like to donate to HFH. If the materials are accepted, HFH will pick the materials up, at HFH's cost, from the property then sell the items in the HFH ReStore. (2). HFH desires the attached flyer (which is incorporated herein by this reference thereto) be displayed and offered at the City's counters where City building and other permitting occurs in order that donors of property can learn of the activities and programs of HFH and its ReStore and, resultingly, contact HFH to make donations of various and diverse types and nature (mostly involving surplus or other types of building supplies and related materials). (3). The City agrees that HFH may place a counter display at permitting counters designated by Mr. Russ Gibson, of City staff and offer the brochures to the public from such display. (4). HFH accepts all responsibility of any type or nature relative to donors and potential donors as well as any and all liability relative to the ReStore and its actions, programs, projects and activities. (5). HFH recognizes that the City may remove the HFH flyers and all related materials from its counters at any time, without notice, and at the discretion of the City. The social impact is well known and anyone can see the legacy this organization has on affordable housing stock and the lives of program participants. However, in addition to the physical and emotional effects, there is also a substantial economic impact that reaches across the entire community. The more extensive menu of economic benefits is not as easily grasped. Each hand, nail, and two -by -four that is put to work by Habitat creates ripple effects throughout the local economies. Habitat represents not only a worthy charitable endeavor; it is also a multi - million dollar enterprise with real impacts on our economy. The impact of this spending is far reaching and results in a much larger impact on the local economy once ripple or multiplier effects of money circulating in the economy are taken into account. Organizations pay their employees, purchase supplies, contract for services, and acquire assets within their communities. These actions, in turn, support local jobs, create household income, and generate revenues. Habitat for Humanity of Seminole County and Greater Apopka conservatively estimates that each new homeownership opportunity also provides $864,829 in funds going back into the local economy for the first year. This economic contribution includes funds spent on construction, support services, job creation and the value of volunteer investment. It then adds the contribution of the new tax base from the homes built and their assessed value, which also increases the value of the surrounding properties. Lastly, the average Habitat homeowner in our community saves $487 /month when moving from a rental to a mortgage. This frees up income for them to spend in the community for critical needs like better food, healthcare and clothing for their families. More importantly is the ongoing impact of each new home created as they continue to generate tax revenue and continues to move families and future generations away from poverty and social dependency. This number is significant and important for the community's economy, but pales in comparison to the vast array of Tess quantifiable economic impacts from Habitat operations. The tangible benefits from home equity, no -cost financing, and financial literacy provided to homeowners create positive spillovers throughout the community. The increase in homeownership also creates economic benefits for homeowners and their neighbors. During these difficult economic times, Habitat projects provide a much - needed and stable source of revenue for our community.
