The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 13, 2007. at 5
PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford. Florida.

Mayor Kuhn called the Work Session to order at 5:04 PM.
City Financial Report - 3rd Quarter Ended June 30, 2007. [Commission Memo 07-213]
Jim Poulalion, Finance Director, distributed and reviewed a comparison of revenue and expenditures for nine
months ended June 30, 2006 and June 30,2007. He also reviewed the 3rd Quarter Financial Report ended June 30, 2007.
2) Fort Menon Park..,.. funding options and phase-in of improvements.
City Manager Yehl said that available funding for the project is limited and there is a huge shortfall of the $3
million needed for the first phase. He will further review funding options and will come back in two weeks with a better idea of
what sources will be available. The Commission agreed that however it works out money wise, it is time to move forward with
the project.
3) FirelRescuelEMS Comprehensive System Assessment for Seminole County. [Commission Memo 07-217]
Fire Chief Jerry Ransom said that Matrix Consulting Group was contracted by Seminole County to conduct the
assessment The report includes statistical information, some of which gauges the performance of Sanford' s Fire Department as
compared with other organizations within the first response system. The report recognizes the uniqueness of the first response
system, that it is an excellent approach to develop trust and mutually beneficial working relationships, but concluded that the
system falls short of addressing inequities in resource commitments between agencies and recommends consolidation of all
agency Fire Departments into one agency.
The Commission agreed that even though the study was done, there is no obligation to go along with any of the
recommendations; the Sanford Fire Department provides good service to its citizens.
