The City Commission of the City of Sanford, Florida, met in Special Joint Work Session with the Sanford Community Redevelopment Agency on Monday, July 30, 2007, at 4 PM, in the Railroad Depot Room, City Hall, 300 North Park Avenue, Sanford, Florida. Colbert City Clerk Janet R. Dougherty Charles Rowe, CRA Board Member 1) Discussion of CRA Five Year Plan. [Commission Memo 07-201] Po6cylIDfrastructure vs. ProgramlIncentives Commissioner Woodruff suggested that focus be given to rmding ways to provide building owners an incentive to revitalize their property. Mayor Kuhn asked Mr. Tunis to research what incentives other CRA's have been able to provide. She also asked him to research what Tampa/St. Petersburg did relative to fire safety codes directly related to historic building preservation. There are special exceptions under historic preservation codes that accommodate historic buildings. Mayor Kuhn said that code enforcement is tightening up on regular maintenance of historic buildings and liens are not being waived. Mr. Tunis suggested that when a Community Improvement officer gives a notice of code violation that a ~ grant application also be provided. There was no objection of the Commission to put that mechanism in place. There was a consensus of the Commission to concur with the CRA Policy that infrastructure should receive a higher priority, that long term consideration should be given to eventual business incentives, and that after provision for recurring expenses, 700Al of the general budget allocation priorities should be for infrastructure and 25% for ongoing programs. The Mayor said that the Commission eliminated promotional funding from its budget because of cuts, and suggested that caution be used in the distribution of 5% for special promotions. The Commission concurred that promotional events should be encouraged to reach self-sufficiency. Project Time Lines and Bid Status Mr. Parsell said that CPH was instructed to move forward with the plan for renovation of First Street from Oak Avenue to Hwy. 17-92. Funds for the project ($430,000) have been committed this year to get it started and it should be completed in the next fiscal year but money will have to be borrowed to do so. Mayor Kuhn asked that the business owners that will be affected by the project be contacted as soon as a firm start date is obtained. Mr. Parsell said that CPH was instructed to move forward with engineering plans for the Palmetto Avenue and Park Avenue s1reetscape projects. CPH is also working on an electrical plan for all of the downtown area so it will be in place when each block is done. A major project for next fiscal year is finishing the rest of Park Avenue down to the lake. ,.... L ,... L ,.... , I ... ,..... .... r ~ MINUTES 119 City Commission, Sanford, Florida Special Work Session July 30, 2007 EOO514441DW Update Northshore Marina Restoration Project Mr. George said that the updated contract with TF A, Frank Cerasoli, is being renegotiated and comments should be received tomorrow. The project will be completed and the cost shared by all three parties. 2) Discussion of Public Private Partnerships: Wachovia Parking Garage project. [Commission Memo 07-202] Mr. Tunis said that the City Manager has agreed to help subsidize a financial feasibility study. A feasibility proposal from RERC should be in this week. It should take approximately six weeks to receive a set of options. The City Manager said that if the City decides to build a parking garage, the concept of downtown parking will have to change and free downtown parking will have to be eliminated in order to make a parking garage feasible. 3) Discussion of extension of eRA boundaries and steps required to obtain support of Seminole BCC. [Commission Memo 07-203] Mr. Tunis said that the CRA asked the County for an extension of the CRA boundaries and ten year term limit. The Board of County Commissioners requested a detailed comprehensive plan of action including the major arteries, side streets, and drainage. Mayor Kuhn said that it is critical to continue to improve the Sanford Avenue area. Development of a plan should start, and if the vote in January is favorable to the City then extension of the boundaries and the term limit can be further pursued with the County. 4) Discussion of potential City ordinance to require installation of downspouts for historic commercial buildings. [Commission Memo 07-204] Mr. Tunis said that an RFP for installation of downspouts on ten commercial buildings in the Historic District is ready to be issued, however, there is concern that not all of the building owners will allow the installation of downspouts. It may be necessary to consider adopting an ordinance that will make it mandatory that downspouts be installed on the downtown buildings, either by the City or by the building owner. The City Commission suggested that the CRA talk to the building owners and get their responses to the installation of downspouts on their buildings, prior to issuing the RFP. 5) Other business. State's Attorney Building. The City Commission suggested that the CRA talk to the County about acquiring the State Attorney building for possible rehabilitation. 6) END THE JOINT WORK SESSION.
