The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 27, 2007, at 4 PM, in the Railroad Depot ROODl, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Dougherty Deputy City Clerk Cynthia Porter Absent: Commissioner Jack T. Bridges City Attorney William L. Colbert Mayor Kuhn called the Work Session to order at 4:07 PM. 1) Presentation: Red Light Cameras - a traffic management program at intersections. [Commission Memo 07-224] Police Chief Brian Tooley distributed and presented a power point presentation regarding Red Light Cameras Enforcement. There was a consensus of the Commission to move forward with placing red light cameras at intersections where the City Attorney deems appropriate. 2) Fort MeDon Park - funding options and phase-in of improvements. [Commission Memo 07-230] Frank Bellomo, Bellomo-Herbert Landscape Architects, distributed and reviewed the Phase 1 Site Plan for Fort Mellon Park ($4.9 million construction budget). After meeting with City Manager Yehl and Staff, additional phases were prepared with various amenities: Phase 1 A ($3.8 million cons1ruction budget) includes an interactive splash ~ restroom, picnic shelters, pump room/ranger office, basketball co~ 10' wide multi-use trail promenade, tot play area, life trail ~ hardscapeIlands, benches, lighting, etc., dminage and power infrastructure, and large pavilion; Phase 1 B ($1.1 million construction budget) includes the fort themed playground, hardscapeIlandscape, benches, lighting, etc., drainage and power infrastructure. The Commission discussed funding the project by dmwing $3 million from reserves, $400,000 FRDAP grant, and $400,000 City matehing funds. Also discussed was the possibility for sponsorship and amenity naming rights. There was a consensus of the Commission that construction docmnents be prepared for Phase 1 A with Phase 1 B as an alternate. 3) Paid Time Off Program. [Commission Memo 07-227] (Regular Item #9.B) City Manager Yebl reviewed the proposed Paid Time Off policy. The Commission requested that language be added to the resolution to allow employees who have exhausted their PTO to use their accrued sick leave immediately, with the approval of the Human Resources Director. 4) Em.ployee Health Care Coverage. [Commission Memo 07-231] (Regular Item #9.E) The Commission concurred that its intention is to not eliminSlte the opt out program completely, and in order to access the program an employee must have comprehensive insurance. City Manager Yehl said that employees will be advised 5) Agenda Items - additional information and/or questions. The Commission briefly discussed the housing assistance program, and John Ludwig's request to participate in the program.
