The City Commission of the City of Sanford, Florida, met in Work Session on Monday, October 22, 2007, at 4 PM, in
the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Kuhn called the Work Session to order at 4:06 PM.
1) Wachovia Building Parking Garage. [Commission Memo 07 - 275]
City Manager Yehl reviewed the proposed project and co- funding arrangements. The Commission
agreed that it is willing to consider a public /private partnership at some level, subject to continued negotiations
regarding a parking/financial mix.
2) Hovnanian Park property. [Commission Memo 07 -276]
The Commission discussed options for use or disposal of the property, and agreed that a market analysis
should be done and brought back for review.
3) Henderson property parcel. [Commission Memo 07 -277]
The Commission discussed options for use or disposal of the property and repair or removal of the
existing chain link perimeter fence. The Commission agreed that the fence should be removed.
4) Parks and Grounds Operation site proposal. [Commission Memo 07278]
The Commission discussed options for the location of a Parks & Grounds Operations facility in the
downtown vicinity.
Bing Lieu, CPH, distributed and reviewed conceptual drawings for a Fort Mellon Park maintenance
office and yard. Public Works Director Tom George said that the most logical place to construct the building is
between the Chamber of Commerce and the Museum, and that it would have no impact on the Museum expansion or
elements of the Fort Mellon Park improvements designed by the architect. City Manager Yehl said Staff needs to
finalize the design and get cost estimates. The plans will be reviewed for compliance with the design standards.
5) Agenda Items - additional information and/or questions.
City Clerk Janet Dougherty distributed the agenda for this Wednesday's Special Work Session with
members of the Charter Review Committee.
Planning and Development Services Director Russ Gibson advised that the applicant for Regular
Meeting Item 9 -B, 401 N. Mangoustine Avenue Conditional Use for Urban Infill Redevelopment, has requested that
the item be continued to the first meeting in December.
Jerry Mills, Burke Hogue & Mills, distributed information regarding Regular Meeting item 8.A.,
Riverscape Condominiums.
6) End the public portion of the Work Session.
Mayor Kuhn adjourned the Work Session at 5:04 PM.
7) Begin Closed Session -- discussion regarding a proposed Fraternal Order of Police Contract.
