The City Commission of the City of Sanford, Florida, met in Work Session on Monday, November 26, 2007. at
4 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford. Florida.

Vice Mayor Velma Williams
Commissioner Art Woodruff
Commissioner Jack T. Bridges
City Manager Robert (Sherman) Yehl
City Clerk Janet R. Dougherty
Deputy City Clerk Cynthia Porter
Absent: Commissioner Randy Jones
City Attorney William L. Colbert
Mayor Kuhn called the Work Session to order at 4:09 PM.
1) Westside Community and Recreation Center expansion plans. [Commission Memo 07 -319]
Gerald Cox, Civil Engineer, and John Baer, Architect, CPH Engineers, presented proposed expansion plans for
the Westside Community and Recreation Center.
2) National Citizen Survey. [Commission Memo 07 -320]
Deputy City Manager Kristi Aday distributed and reviewed a sample citizen survey. The Commission agreed
that the City's survey use questions outlined in Commission Memorandum 07 -320 as numbers 3, 4, 6 with a change of the word
might to will, and open ended question 1 modified to include and in the near future. The final wording will be brought back to
the Commission for approval.
3) Sanford Police Department complaint procedures. [Commission Memo 07 -321]
Police Chief Brian Tooley distributed and reviewed information regarding complaint procedures.
4) Agenda Items - additional information and/or questions.
City Manager Yehl distributed a handout regarding U.S. Department of State Provincial Reconstruction Teams:
Building Iraqi Capacity and Accelerating the Transition to Iraqi Self - Reliance. He said that he has talked with each
Commissioner about participating as a member of a PRT, and at the next meeting he will formally request that the Commission
authorize a six month unpaid leave of absence. He will provide more information at the next meeting.
5) End the meeting.
Mayor Kuhn adjourned the Work Session at 5:55 PM.
